- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to purchase high-performance concrete that can be made in a precast setting. In recent years, the ERDC has developed a specific family of high performance concrete mixtures. The laboratory-scale mechanical performance of each of these mixtures has been extensively characterized. The ERDC has a requirement to produce pre-cast items for mechanical testing that cannot be made at the laboratory scale. The Tindall Corporation facility located in Conley, GA is the only concrete facility that has the steam curing capabilities, formwork construction capability, high shear mixer (non-revolving drum), and which stocks portland cement and aggregates from the sources previously used to produce the OHPC laboratory-scale mixtures. In order to maintain consistency of research data, any changes to constituent materials must be avoided as the size of the items being cast increases from the laboratory scale. Any changes to the process used to produce the laboratory scale items could significantly change the mechanical performance of the OHPC and invalidate previous testing and modeling efforts. The award will be issued in accordance with FAR 6.302-1(a)(2). The NAICS code for this requirement is 327390 (Other Concrete Product Manufacturing) with a small business size standard of 500 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Jody Criss at Jody.Criss@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 15 days from the posted date of this notice.
