- The United States Energy of Information Administration, Procurement Office intends to award a sole source Firm Fixed Price (FFP) Purchase Order to National Institute of Statistical Sciences (NISS), 1150 Connecticut Avenue, NW. 20036-4129 (DUNS: 794970616 and Cage Code: 3XKE4). EIA requires NISS ™s Affiliates Programs, Annual Meeting Membership and Workshops for three years, one 12 month base and two-12 month option years. The Government intends to solicit and negotiate with only one source, NISS, under the authority of FAR 13.106-1 “ Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
