Description
The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to negotiate on a sole source basis to SciGlob Instruments, LLC in accordance with 13.106-1(b)(1), "soliciting from a single source" to purchase a SciGlob sun photometer (Pandora). This procurement is recommended to be processed without full and open competition. EPA ¿s National Exposure Effects Research Laboratory (NERL) Exposure Methods and Measurement Division, Sensing & Spatial Branch is needing a new rack mountable SciGlob sun photometer (Pandora) 2 spare tracker and 2 spare fibers for remote sensing of trace gases (O3, NO2, and HCHO) to support EPA trace gas validation of urban scale satellite data from TROPOspheric Monitoring Instrument (TropOMI) and the Tropospheric Emissions: Monitoring of Pollution (TEMPO) satellite instruments capable of retrieving total column amounts key trace gases (O3, NO2, HCHO and SO2) required for TropOMI and TEMPO validation efforts. The instrument manufacturer, SciGlob Instruments & Services, LLC, is the only manufacturer capable of providing the required instrument to achieve research goals associated with the upcoming field and satellite calibration and validation activities. It is the only commercially available instrument capable of retrieving total column amounts key trace gases (O3, NO2, HCHO and SO2) required for TropOMI and TEMPO validation efforts. In addition, EPA already owns and operates one rack mounted SciGlob sun photometers and it is critical to maintain measurement consistency (accuracy and precision) throughout the proposed sun photometer network. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 5 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
