- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is RFQ15B31818Q00000010-20 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. The associated North American Industrial Classification System (NAICS) code for this procurement is 311999 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-02-13 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Aliceville, AL 35442 The DOJ BOP Field Offices - FCI ALICEVILLE requires the following items, Meet or Exceed, to the following: LI 001: Beef, Meatballs, Fully Cooked1 oz FC Meatballs, by the pound Product must contain at least 65% meat. Binders and extenders are limited to 12% of the total product. 6.8% of isolated soy protein is considered the equivalent to 12% of the other binders or extenders. Permitted binders and extenders include, but are not limited to, cereal, bread crumbs, cracker meal, soy flour, soy protein concentrate, isolated soy protein, and textured vegetable protein. No Organ Meat. All ingredients In the product must be listed in the ingredients statement on the label in order of predominance, from highest to lowest amounts. Manufacturer's letters will NOT be accepted in lieu of labeling., 1000, LB; LI 002: Frankfurters (Hot Dogs) 10-1 by the pound, Fully Cooked, Frozen, Turkey or Chicken (or combination), 6 inch, 10:1 Ratio, Skinless, VVithout non-meat binders and extenders or VVith non-meat binders and extenders (such as nonfat dry milk, wheat, rice, soy flour, or soy protein concentrate. All ingredients in the product must be listed in the ingredients statement on the label in order of predominance, from highest to lowest amounts in accordance with the USDA FSIS Standards and Labeling Policy. Manufacturer's letters will NOT be accepted in lieu of labeling., 2000, LB; LI 003: Italian Sausage, Pork by the pound, Italian sausage is a fresh, uncooked, linked product. The meat components shall be chopped or ground to a moderately course texture. The sausage itself (or interior cut surface of links) is moderately coarse in texture with a uniform color ranging from medium to dark reddish-brown with evenly distributed fat particles. The links shall be In a natural hog or collagen casing 5 to 6 inches in length. links shall be moderately uniform in length and diameter. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOJ BOP Field Offices - FCI ALICEVILLE intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOJ BOP Field Offices - FCI ALICEVILLE is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
