- Draft Solicitation Pre-Solicitation Notice This is a Pre-Solicitation Notice. The Mission Installation Contracting Command (MICC) Contracting Office - Fort Eustis (MICC-EU), VA anticipates issuing an Invitation for Bid (IFB) for Non-Personal to provide Laundry and Dry Cleaning Service. This Laundry and Dry Cleaning contract service is to launder, dry clean, press and bundle textiles, garments, linens, Central Issue Facility (CIF) items, Organizational Laundry and Individual Equipment (OCIE) items and other fabrics for Active Army units, Reserve Component units such as the Army Reserve, Army National Guard, Air National Guard, Naval Reserve and inter-service units such as the United States Marine Corps (USMC), United States Navy (USN), United States Air Force (USAF), United States Coast Guard (USCG) and other agencies of the federal government. The Contractor shall furnish labor, supervision, transportation for pick-up and delivery services, supplies, vehicles, tools, materials, facilities and equipment (except as specified in this contract as Government-furnished) necessary for the performance of dry cleaning and organizational bulk laundry services at Fort Leonard Wood, MO. This contract includes functions, tasks and responsibilities normally inherent to a laundry and dry cleaning facility. The Contractor shall receive, account for, process and return articles tendered for laundering. The contractor shall launder according to specifications as listed in "Textile Laundering Technology" book published by the Textile Rental Services Association (TRSA) of America, dated 2005 and later versions, Army Wash Instructions (Technical Exhibit- 1), Army provided Wash Instructions on new items as they are received from new manufacturers and best standard commercial laundry and dry cleaning practices. The Contractor shall establish and maintain a system of records to quantify work and shall prepare administrative correspondence and reports incidental to the work covered in this contract. The Contractor shall ensure that only authorized individuals are afforded laundry services. Services shall be performed in compliance with the standards as contained or referenced in this contract. The Contractor shall schedule and manage operations to maximize responsiveness, efficiency and economy to the Fort Leonard Wood community. The North American Industry Classification System (NAICS) code for this solicitation is 812332 - Industrial Launders. The Small Business Size Standard for this NAICS is $38.5 mil dollars. The Government contemplates awarding a single award contract. Base (12 months) plus four (4) twelve month option years. It is required that all small business contractors' doing business with the Government be registered with the System for Award Management (SAM) at website: http://www.same.gov/. No additional information (to include technical info) regarding this procurement will be available prior to the release of the FINAL IFB. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The official solicitation (W911S0-18-R-0007) will be made available on: Federal Business Opportunities (FBO) website at https://www.fbo.gov on or about 27 February 18. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
