Solicitation W912KC-18-T-0001 is being issued as a Request for Proposal (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective 19 Jan 2017. This procurement is being issued as a total Small Business Set-Aside under NAICS code 541990 with a small business size standard of $15M. The Pennsylvania Army National Guard (PAARNG) HRF Homeland Response Force Package (PA-HRF) will be conducting a Collective Training Event Fort Indiantown Gap, Annville, PA on the dates of 14 March 2018 through 18 March 2018 to simulate realistic conditions encountered by National Guard responders in a natural disaster or domestic terrorism event and requires Collective Training Event Support, Casualty Role Player Support, and Mannequin Support in accordance to the attached Performance Work Statement (PWS). An award will be made to the vendor whose proposal represents the most advantageous scenario to the government (see Federal Acquisition Regulation (FAR) Provision 52.212-2, Evaluation of Commercial Items in the attached solicitation W912KC-18-T-0001). In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. The performance work statement included as an attachment to this announcement, or subsequent amendment, will be made a part of any resulting award. All questions shall be submitted in writing and received prior to 4:00 p.m. EST, February 13, 2018. Questions shall be sent via email to brian.c.ray2.civ@mail.mil. Answers to questions received will be posted to Federal Business Opportunities (FBO) website as an amendment to this solicitation after 13 February 2018. Proposals are due not later than the time and date specified on the Federal Business Opportunities (FBO) website, 10:00 a.m. EST, February 21st, 2018.
