Description
The USDA Forest Service, National Forests and Grasslands in Texas and Kisatchie National Forest, is seeking contractors to perform bridge design, inspection, and related engineering services for projects located within national forest boundaries in Texas and Louisiana. All work must be performed or approved by a registered Professional Engineer. Familiarity with the FHWA is desired and AASHTO policies are required. Work will predominantly be bridge design, inspection, and related engineering services. Secondary work includes geotechnical, hydraulics and hydrology, survey and mapping, traffic and safety engineering, structural engineering, planning, value engineering, environmental compliance, landscaping, architectural and architecturally related services and other engineering services as may be required. The purpose of this procurement is to select a maximum of four firms that are highly qualified to provide bridge engineering services. This procurement is being made under the North America Industry Classification Code 541330 and is set-aside for small business concerns. Architect-Engineer selection procedures will be used and selection will be non-project specific through the selection stage. The Forest Service anticipates awarding no more than four (4) indefinite-delivery, indefinite-quantity contracts (IDIQs) for a basic period of performance from date of award through December 31, 2018, plus four (4) one-year option periods. Submission of an offer for the basic contract period constitutes an offer to perform in the option period(s), if exercised. During the contract period specified, the Government shall place orders totaling a minimum of $2,500.00, but not in excess of $4,500,000, over the life of the contract. No solicitation package is available. The successful firm or firms will be awarded an IDIQ contract based on data contained in their SF330s. Forms can be downloaded from https://www.gsa.gov/forms-library/architect-engineer-qualifications. The SF 330 should be completed per the instructions on the form and may be expanded, if necessary, to address the selection criteria fully. Directly address the technical evaluation criteria listed in the attachment in the SF 330, Section H, "Additional Information" along with any other relevant information. Note: Also attached is a form the firm can use to obtain past performance information. Submittals are due March 9, 2018, at 2:00 pm Central time, to the address listed below. Submittal shall include an electronic copy of the submittal on a flash drive. Clearly label the exterior of packages with solicitation number 12447U18R0005.
