Description
The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to negotiate a sole source basis to The JJ Wilbur Co., Inc. in accordance with 13.106-1(b)(1), soliciting from a single source to purchase a Teledyne Model T7001H high purity zero air system. This procurement is recommended to be processed without full and open competition. EPA s National Exposure Effects Research Laboratory (NERL) is needing a Teledyne API T701H which is fully self-contained source of high purity zero air for dilution calibrators. The device includes a dewpoint sensor, an oil and diaphragm free pump, scrubbers to remove SO2, NO, NO2, O3, H2S, and NH3, plus high performance scrubbers to remove CO and hydrocarbons which can achieve the following output concentrations: (CO < 10 ppb & Hydrocarbons < 0.25 ppb). In addition, the system offers remote monitoring of key instrument functions (dewpoint status, scrubber temperature, box temperature, and output pressure) and remote control of the internal pump. This model also has an automatic water drain and automatic pump control with demand tank which can achieve an output dew point less than -40oC and can produce an output flow rate of 30 SLPM (35 psig) or more. Furthermore, this particular model is the ONLY ONE that offers ALL of the following salient characterizes in one package: Ultra-low gas phase titration to generate NO2 concentrations down to 3ppb Built-in ozone photometer to dynamically control the ozone generator and measure other sources of ozone High-flow ozone generation up to 6ppm*LPM 4 gas cylinder inlet ports 3 mass flow controllers (configurable for maximum dynamic range) Compatible with the NumaView Software This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 5 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
