Description

PRE-solicitation Notice 100% SDVOSB SET ASIDE This is a PRE-solicitation notice that the Veterans Health Administration intends to solicit quotes to provide a Furniture and Associated Services for the Activation of the VA Puget Sound Mental Health and Research Building (101) in Seattle, WA. Reference the attached draft Performance Work Statement (PWS) for specific project information and requirements. This requirement will be set-aside 100% for Service Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 13. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: 1) be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) - and - 2) meet the small business size standard for NAICS 337127. The solicitation is anticipated to be posted on www.fbo.gov on or about February 16, 2018 for approximately twenty-one (21) days. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued as accordingly. Technical Questions: Potential offerors are encouraged to submit questions regarding the project s requirements as of the date of this pre-solicitation posting through the cut-off date for questions, that will be identified in the solicitation. All questions must be submitted electronically to Jacquelyn.Wise@va.gov AND Grace.Kelly-Burnsworth@va.gov. It is anticipated the question and answer period will end one week after the solicitation posting date. Potential offerors are encouraged to review that attached draft PWS and exhibits and submit their questions as early as possible. Requirements: It is likely that the PWS and other attached requirements documents are substantially finalized as posted. However, changes may be made as necessary up until solicitation closing date. The scope of work will include delivery to the destination (FBO destination). All furniture listed shall be Brand Name or EQUAL. The contractor shall provide furniture and ancillary items including installation, installation planning, project management services, and for the removal and recycling of packaging materials for the activation of a 200,000 gross square foot mental health and research building. This is a new facility currently under construction. Please note, the site is considered an active construction site while the construction contractor is still performing work. The estimated timeframe for delivery/installation is May 2018. However, since the construction contractor is still on site, delivery dates may need to be adjusted to accommodate the construction/facility activation schedule. The Government intends to evaluate quote: LOWEST PRICE TECHNICALLY-ACCEPTABLE (A form of best value). These criteria will not be made part of any subsequent award.
