Questions and Answers for 36C78618R0115, Amendment 0001 Can you please confirm that a bond will be needed for this project? Solicitation states so, but wanted to confirm as this project does fall below $100K. Answer: In accordance with FAR 52.228-13 Alternative Payment Protections (JUL 2000) yes, a payment bond is needed. We measured Project B to be 400 feet oppose to the 350 feet stated in the solicitation. Only a small difference of 50 feet, but just wanted to make you aware. Answer: The government stated approx. 350 feet. Therefore, a site visit should clear the actual length. The solicitation states that this project will be based on fund availability. Therefore, how long do you require our proposal price to stand for? Answer: at least for 90 days. I d like to know who the consulting engineer is for this project. I m concerned that too much is left up to the contractor and not spec d. Answer: There is no consulting engineer, the offeror concern on responsibility is not a question. The drawings are not signed and sealed by an engineer. They don t seem to spec any conduit or direct bury cable or marking tape, nor do they indicate the size of wire required for the gate controller motor or the lights. Who decides what wiring to use or conduit or marking tape or size of wire? Answer: a. Drawings are to support the statement of work and they are not required to be stamped by a licensed professional. b. Contractor is required to provide calculation on the sizing of the wire. Calculations are to be signed and sealed by a licensed professional as part of submittal requirements. See technical specifications (Section 01 00 02 General Requirements, Section 26 05 19 Low Voltage Electrical Power Conductors and Cables, Section 26 05 41 Underground Electrical Construction) c. Electrical conduits is required under all paved / concrete surfaces. Size and material is a function of the depth. See Section 26 05 19 Item 3.9 d. Direct burial cable is allowed for installation outside of paved / concrete surfaces. See Section 26 05 19 Item 2.1 e. Warning tape is required. See Section 26 05 41 Item 2.5 f. Size of wire will be determined by the contractor and signed and sealed calculations submitted to the COR for review prior to any work. 6. Are we supposed to figure out voltage drop for a 1000 lighting circuit when we don t know what lights are being installed? Answer: a. Contractor shall calculate voltage drop and other relevant information in sizing the conduit. b. Flag pole light fixture is being installed under another contract by others. See attached approved submission of the Lumenpulse light fixture (see attached Exhibit-A). Exhibit A is for your reference only and the actual light fixture installed is not a guarantee. What is the tolerance of the lights for voltage drop? Also, what is the burial depth or concrete encasement. Answer: a. Contractor shall determine tolerance of the proposed flagpole lights. b. Burial depth and need for concrete encasement is outlined in section 26 05 19 item 3.9. 8. Are there irrigation lines ran? And who locates them? The cannot be located by a scan. Answer: a. There are no irrigation lines but there is an existing water distribution system as well as other utilities in the area of the work. It is clearly noted on the drawings that: Contractor shall not begin any excavation until all of the appropriate underground utilities have been located and marked in the field. b. Contractor will work with Cemetery Director and COR as it relates to other available utility information at the time of the award. What is the breaker size that is feeding the front gate? Is it 1 or 2 Pole and what is the voltage? Answer: The work for Project B does not include installing or replacing the existing Circuit Breaker feeding the front gate. As noted in the Statement of Work it is highly recommended that the Bidders conduct a Site Visit. CAUTION: The existing Electric Panel Box is old and there is a good chance that Circuit Breakers have been miss labeled. For job B Do you need the motor capacity/AM? because this will help me determine the correct wiring cable to go with the motor. Answer: As outlined in the Statement of Work Item E, the Contractor / Bidder shall size the wire based on the electric motor requirements and distance from the connection point to the Gate Motor. Specifically this will require the Contractor / Bidder to conduct some research, visit the site, and possibly work with the Director to expose the Motor to read the Manufacturer Plate Information on the Motor Model / Phase / Starting Amps etc... The only additional information that I have is that the Electric Operated Gate unit is a Power Master brand. (See Attached Photo) SEE ATTACHED EXHIBIT A DOCUMENT for your reference.
