Description

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract under the authority 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government intends to award the contract to Manitowoc Crane Group for two training classes at PHNSY & IMF. The ECOS control system is owned by Manitowoc, and it is the only authorized training provider for this proprietary property. Trainees will receive proprietary access codes allowing them to modify crane parameters. This is not a request for proposals. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. All capability statements received will be evaluated to determine technical merit. Responses must be submitted in writing no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
