The United States Department of Agriculture, Agricultural Marketing Service (USDA/AMS), intends to issue a solicitation on or about February 12, 2018 for contractors to receive, store (warehouse), and distribute (transport) full and less-than-full truckloads of dry, cooler, and frozen food products for delivery to recipient agencies of various Food and Nutrition Service (FNS) federally mandated commodity distribution programs nationwide. Contractors must have the capability to store up to four months of commodities, access the AMS Web Based Supply Chain Management (WBSCM) electronic ordering system to access information on incoming shipments, enter receipt and invoice information, and provide detailed comprehensive monthly reports concerning inventory status. This solicitation is intended to result in multiple Indefinite Delivery Indefinite Quantity (IDIQ) type contract awards based on the proposals that represent the best value to the Government. The period of performance is one base year with four (4) option years if exercised. The tentative offer response period is February 12, 2018 to March 13, 2018. Offerors are required to propose services for all 50 states including Hawaii and Alaska, plus the Virgin Islands. The Government reserves the right to award more than one contract as a result of this solicitation to ensure availability of adequate warehouse locations and facilities throughout the term of the contract. AMS plans to solicit proposals on an unrestricted, full and open basis, for potential contractors to provide the above-mentioned services utilizing the procedures in the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation. The North American Industry Classification (NAICS) Code for this solicitation is 493110 with a small business size standard of $27.5M. The selection decision will be based on overall best value to the Government, price and non-price factors considered The RFP will be issued under Solicitation Number 12-3J14-18-S-0096. The solicitation and any related documents will be made available to interested parties through electronic media for downloading via the internet at the Federal Business Opportunities website (FBO.gov). No hard copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation, attachments to the solicitations, and any amendments.
