Description
1. Introduction/Purpose The Federal Aviation Administration (FAA) has hazardous chemicals at some of its facilities and as a result it is required to have chemical inventories and safety data sheets (SDS) to safeguard its employees. The SDS includes information such as the properties of each chemical; the physical, health, and environmental health hazards; protective measures; and safety precautions for handling, storing, and transporting the chemical. The FAA must maintain a list of hazardous chemicals and the corresponding current Safety Data Sheet (SDS) at every FAA site/location/facility where hazardous chemicals are utilized and stored. The safety data sheets must be available to employees for each hazardous chemical they may be exposed to at each facility/workplace. The FAA has thousands of site locations and multiple facilities at each site location throughout the United States including sites outside of the Continental United States. 2. Incumbent Contractor (if applicable) Not applicable (N/A). 3. Nature of Competition This Market Survey is a Request for Information (RFI). The Market Survey is being released in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) policy 3.2.1.2.1 Market Analysis. The responses to this Market Survey will be used for information purposes only and will not be released except under the Freedom of Information Act (FOIA). Proprietary information will be protected if appropriately marked. The FAA will assess the responses to this market survey and will make acquisition decisions based on those responses. The market survey should not be construed as commitment by the Government to enter into a contract. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran owned small businesses (SDVOSB), or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA s 8(a) Program. 4. General This market survey is only for the purpose of identifying potential sources. This is not a Screening Information Request or Request for Proposals of any kind. The FAA will not accept unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Any costs associated with the market survey submittal are solely at the interested vendor's expense. Since this is a request for information, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time. If a solicitation is issued, it will be announced on the FAA's Contract Opportunities web page. It is the Offeror's responsibility to monitor this site for the release of the solicitation. All interested parties responding to this market survey must comply with the FAA Acquisition Management System (AMS) clause 3.6.4-2 Buy American Act Supplies. Submittal Requirements for Market Survey Interested businesses are to provide capability statements on company letterhead and limited to a total of 30 pages (using 12 point Times New Roman font, 11 x 8 paper, and 1-inch page margins). All responders must provide a capability statement that addresses each of the following capabilities that are of concern to the FAA as listed below: CAPABILITY STATEMENT: 1.)Provide a description of your company s expertise in providing a database or cloud-based platform to input and track chemical inventories and associated safety data sheets. 2.)Please state the years of experience your company has in providing safety data sheets to corporate and/or government agencies. Interested businesses must provide the following: a. Capability Statement (as defined above) b. Copy of SBA 8(a) Certification Form or proof of documentation from service-disabled veteran-owned small business (if applicable). c. Answer the questions listed in the attachment. d. Completed Business Declaration Form. 7. Delivery of Submittals All responses (one per company) must be submitted via email to Stephen Young (stephen.young@faa.gov) in *.doc, *.docx, or *.pdf format. RESPONSES ARE DUE ON OR BEFORE 12:00 PM Eastern Standard Time (EST) on February 15, 2018. Submission must include company Point(s) of Contact, telephone number (s), FAX number(s), E-mail address(es) (if available), and mailing address.
