Description
This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), and Economically Disadvantaged Women Owned Small Business (EDWOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The vendor must be capable of furnishing all labor, supervision, tools, materials; equipment and transportation to perform refuse collection and remove recyclable materials for ERDC, 3909 Halls Ferry Rd., Vicksburg, Mississippi, 39180. ERDC spans over 673 acres in the Vicksburg, MS region. ERDC consists of four major laboratories, a housing area, landfill area, and approximately forty-five buildings. It is anticipated the services will be required for one year with four one year option periods. Rufuse requirements on ERDC campus consist of the following: a) Vendor must be capable of providing and servicing 35 empty 8 cubic yard closed containers in specified locations every Tuesday and Thursday between 0600 and 1800 hrs excluding government holidays. b) Housing collection. The vendor must be capable of performing twice weekly collection of refuse in the housing area. Housing refuse containers are provided by the government and are suitable for hand pick up at curbside. The vendor must be capable of picking up any excess trash placed alongside containers to include the pickup and disposal of Christmas trees following the holiday season. c) Landfill collection. The vendor must be capable of placing one forty cubic yard roll-off container in a designated location at the WES landfill. Materials will be limited to minor construction waste, incidental material from models and occasional office clean ups. No household waste of any type will be placed in this box. Pick-up is once every week, day of pick-up is to be coordinated with DPW. d) Vendor must be capable of providing reimbursable services of placing additional containers of any size and number at any location for quantities of materials not accommodated by the regular eight cubic yard containers or the forty one cubic yard container at the landfill. The material may be demolition rubble from houses, offices or laboratories, construction materials, office waste, or residential waste. In addition experimental waste and test samples shall be covered under this paragraph and may be concrete, sand, aggregate, cement, wiring, plastic, etc. No toxic waste is required to be hauled and disposed of under this requirement. Container/containers shall be placed within twenty four hours after notification and removed and emptied as needed and returned if necessary. e) Random sampling: Vendor must be capable of random sampling including a minimum of 30% of all dumpsters being checked for spillage, dumpster condition and periodicity. Spillage is any refuse that is lying on the ground due to mishandling of the dumpster during the weekly dump cycle. Spillage is not allowed and if there is any the contractor is required to dispose of it promptly. Dumpster condition is important because this is a professional organization that requires the dumpsters to be in good or better condition with no excessive paint flaking and not quote mark banged up quote mark in appearance. Periodicity is related to the frequency of dumpster emptying. Recycling requirements consist of the following: a) The vendor must be capable of providing adequate supervision at all times of the work that his/her employees are performing to ensure complete and satisfactory performance in accordance with the terms of the contract. Contractor personnel shall comply with the traffic laws and other regulations and instructions pertaining to conduct of persons on Federal Property. b) The vendor must be capable of establishing a Quality Assurance Program to assure the requirements are provided as specified. c) The vendor must be capable of providing up to three empty covered containers at least 20 cubic yards in volume (22'x96'x8') with side access, six side-access lids, and two dividing baffles or a similarly sized container that conforms to contractors recycling specifications, to be placed at specified locations. The containers shall be collected on an as needed basis. The vendor must be capable of picking up the recycled materials from the collection locations no less than once a week, excluding government holidays. Recyclables include Plastics #1 through #7, aluminum cans, and cardboard boxes. The vendor must have the capability of tracking the total amounts of loads in pounds and or tons for all recyclables. d) The vendor must be capable of providing labor to remove recyclable materials from bins in specified locations in buildings and provide and replace plastic bags in each bin at least once a week between 0800 and 1700 hrs. or as needed. There are approximately forty-five buildings around post that will require service. The vendor shall then deposit the recyclable materials in the marked recycling dumpsters nearest the building or transport them directly to the vendor's recyclables processing location. North American Industrial Classification System (NAICS) Code applicable to this sources sought is 562111, Garbage Collection Services. The Small Business Size Standard for this sources sought is $35.5 million. Interested companies responding to this sources sought should include the following information: 1. Provide specific information on relevant work the same or similar in size and complexity. Provide the company's business size (small or other than small) and all applicable socio-economic category information (Small, 8(a), HUBZone, SDVOSB, WOSB).
