Description

This is a PRE-Solicitation notice only IS EXTENDED. Previous solicitation VA256-16-R-0015 which was cancelled in October 2017 is being replaced with Request for Proposal (RFP) 3625618R0078. The Southeast Louisiana Veterans Health Care System (SLVHCS) has a requirement for a Capitated (Per Member/Per Month) Community Based Outpatient Clinic (CBOC) in Houma, LA., to service St. Terrebonne and Lafourche Parishes. It is estimated that there is a population of approximately 12,236 Veterans in the area. The proposed project will be a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The requirements include but are not limited to the contractor providing primary care (approx. 3200) and mental health services (approx. 1250) for eligible Veterans in Houma, La. The contractor will be responsible for providing health care providers, medical facilities, equipment and supplies, emergency-fill pharmaceutical prescriptions, and administrative functions to fulfill the level of care and range of services necessary to meet the primary medical needs of enrolled patients. Further, the contractor will be responsible for the administration and management of all aspects of a resultant contract to include all employees, agents, subcontractors and any other entity acting for on behalf of the contractor. The duration of the requirement is for a base period 10/1/2018 -09/30/2019 and up to four each one-year option periods or may be changed to five-year term 10/1/2018 09/30/2023 prior to actual release. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621498. The Small Business Size Standard for this acquisition is $20.5M. The solicitation will be issued on or around February 28, 2018 and will be open for three to four weeks. Potential offerors may obtain a copy of solicitation on-line at www.fedbizops.gov. Please hold questions until the actual release of the solicitation. All potential offerors are encouraged to read over the entire solicitation package including attachments before submitting questions. NO TELEPHONE REQUESTS WILL BE ACCEPTED. All responsible offerors are invited to submit an offer which shall be considered by the agency. All interested companies must be registered in SAM (http://www.sam.gov/) to be eligible for award of government contracts. Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be registered in VETBIZ (http://vip.vetbiz.gov). SDVOSB s and VOSB s who meet the requirements of the solicitation are eligible for Evaluation Participation points.
