Statement of work for web-based NSN and APL Request for Information (RFI) -Maritime Administration Web Based NSN, P/N, APL & Inventory Availability Service Statement of Work RFI number 693JF7-18-RFI0006 Synopsis This is a Request for Information (RFI) regarding a potential requirement to provide a web based subscription tool that provides National Stock Number (NSN), Part Number (P/N), Allowance Parts List (APL), Allowance Equipage List (AEL) and Commercial Inventory information for Marine Parts and Equipment for U.S. Department of Transportation, Maritime Administration (MARAD), Washington, DC. THIS IS NOT A SOLICITATION. MARAD is not seeking proposals at this time, and will not accept unsolicited proposals. Responses to this Notice are not offers and cannot be accepted by the Government to form a binding contract. Proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. All submissions become Government property and will not be returned. The Government will not provide reimbursement for any information that may or may not be submitted, or for any administrative cost incurred by respondents in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Furthermore, responding to this RFI will neither increase nor decrease a respondent's likelihood of being awarded any contract in the future for the requisite goods or services. This request for information shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government from any acquisition action. It is the responsibility of the interested parties to monitor www.fbo.gov for additional information pertaining to this RFI. The period of performance will be, a Base Year and four (4) Option Years 07/18/2018 to 07/17/2023. There are four (4) User Groups who require access to this information. These User Groups are located in Washington, DC, Alexandria, VA, Virginia Beach, VA and New Orleans, LA. The system needs to support three (3) persons at each location using the system concurrently. Offerors will be asked to provide separate quotes to add additional User Groups on an as-needed basis. The Maritime Administration will only consider off the shelf software programs. If this RFI results in a solicitation and award, there will be a very brief time between award and implementation. Hence, any software requiring development will not be considered. NSN or P/N Search: The system will allow users to search by: 1) Thirteen (13) character full NSN 2) Nine (9) character NIIN 3) Part Number 4) Description 5) Manufacturer The NSN Search fields must have the capability to allow a user to submit partial data using a "wildcard" capability. If the search results in multiple records being listed, the user must be able to sort the list by: 1) NIIN 2) Part Number 3) Description 4) Manufacturer 5) CAGE 6) Standard Price NIIN View: The NIIN data should display on a single tab and should display the following data: 1) FLIS Header - Segment A Data 2) MCRL Data (Part Numbers and Alternate Part Numbers) 3) ML-C Data (SOS, COG, Price) 4) ML-C Phase Statement Data (Net Price) 5) Procurement History 6) Vendor Information The NSN Search Results should also provide: 1) Links to APLs and AELs 2) Link to Commercial Inventory Data If the NSN or Part Number is listed in the Commercial Inventory system, but does not have a current FLIS NSN, the web based service will still provide the User the link to the Commercial Inventory data. APL/AEL Search: The system will allow users to search by: 1) APL/AEL Number 2) NSN or NIIN 3) Part Number 4) Description 5) Model Number 6) Manufacturer The APL/AEL Search fields must have the capability to allow a user to submit partial data using a "wildcard" capability. If the Model Number is listed in the Commercial Inventory system, but does not have a current FLIS NSN, the web based service will still provide the User the link to the Commercial Inventory data. APL/AEL Search Results: The results should display on a single tab: 1) APL/AEL Header Data and 2) Associated Part Records 3) Historical Component Characteristics and Part Listings for AELs 4) Ship/Hull Applicability Beneath the APL Header Data, the system should have Tabs or Links to: 1) Component Characteristics (CCF) Information 2) Associated Drawings 3) Associated Technical Manuals The Associated Part Records should be wildcard searchable by: 1) NIIN 2) Part Number 3) Description 4) CAGE Since users may be online for several hours at a time, the visual display of information is crucial and must comply with Section 508. In addition when displayed on a 12 inch laptop or larger monitor the software must be capable of the following: 1) The software must be capable of a bright White Background Color. 2) The Search Keys and most Search Result information should be in a BOLD font. 3) Search Results for Alphabetic Characters and Words should be displayed using CAPITAL letters, unless the original data is in lower case. 4) Data that has a Link associated with it should be underlined or highlighted in some way. 5) The offeror should integrate colors and shades of colors to break the monotony of an all black-and-white screen and to help indicate links that are active for that particular NSN or APL record and those links that are not active. 6) All search result data should be visible on a 12" wide display, the width of a standard Department of Transportation laptop screen; the use of sliding bars to display more information hidden on the right side of the screen will be considered non-responsive. Responses are due at noon on March 9, 2017.
