THIS IS A PRE-SOLICITATION NOTICE ONLY. Synopsis - 140P1318R0002 Rehabilitate Trading Post Pecos National Historical Park Pecos, New Mexico THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Department of the Interior (DOI), Intermountain Region (IMR), is soliciting proposals on a Competitive TOTAL HUBZone SET-ASIDE basis from all interested businesses having capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities www.fedbizopps.gov website has an Interested Vendors List and a Watch list where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated about March 2018. Site Visit: Site visit information will be posted in the Solicitation. Project Location: Pecos National Historical Park, Pecos New Mexico Project Title: Rehabilitate Trading Post, Pecos National Historical Park, PECO 192796B NAICS code: 236220 Commercial and Institutional Building Construction. The small business size standard: is $36.5M This procurement is a TOTAL HUBZONE BUSINESS SET-ASIDE. Responsible HUBZone business sources may submit an offer that will be considered. HUBZone firms must be certified in accordance with solicitation clause FAR 52.219-8-Utilization of Small Business Concerns. Misrepresentation of size status can result in penalties. Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011. Estimated Range: $1,000,000 - $5,000,000 Estimated Period of Performance: DOA~ Early 2018 plus 18 months. Project will be constructed under a single prime contract. Description: The purpose of this project is to rehabilitate the historic Trading Post, also known as Kozlowski s Trading Post, to provide for adaptive reuse of the existing building for visitor contact, interpretation, and offices for park staff. The Trading Post consists of approximately 5,098 gross square feet (building footprint) and approximately 3,818 square feet of net usable area. About 70 percent of the building will be rehabilitated for visitor use, consisting of a visitor contact area, interpretation and/or display areas and public restrooms. The remaining 30 percent will be rehabilitated for office space for park staff. The existing space must accommodate all equipment, such as HVAC, electrical, etc. No additions to the existing building are proposed. The exterior of the building and site will provide setting and features consistent with the significance of the property and the park s interpretive goals for enhancing the overall visitor experience of the Trading Post. This building is an example of a typical Northern New Mexico vernacular adobe building. It is a low (one story), sprawling, U-shaped building, which began as a 600 square foot, one-room structure and grew through a series of additions to approximately 5,000 square feet. The building is listed on the NPS List of Classified Structures (LCS), and has been Determined Eligible for inclusion on the National Register of Historic Places, with a national significance. Location The project is located within Pecos National Historical Park in San Miguel County, New Mexico, approximately 30 miles east of Santa Fe via automobile. Scope of Construction Work of this project includes correction and mitigation of site deficiencies, and complete stabilization, repair, rehabilitation, modification and/or replacement of the structure, fabric, and features of the building, including the roof, roof drainage system and roof structure; exterior portals; adobe and stone walls; foundations; doors, windows, trim, and other exposed wood features; floor systems, including framing and finishes; interior finishes; mechanical, plumbing and electrical systems; and fire suppression system. In addition, the building will be treated to eliminate or control pests such as termites, beetles, and rodents. The building will be brought into compliance with health and life safety, building code and other regulatory requirements, as appropriate. The estimated price range for the work described herein is between $1,000,000 and $5,000,000. The Trading Post is an historic building of national significance. Therefore, the work will emphasize compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. Firms with a demonstrated ability to complete projects of similar size and scope in compliance with the Standards are encouraged to respond. Major trades for this work include the following: Biohazard abatement Selective demolition Cast-in-place concrete Adobe masonry restoration Architectural woodwork restoration Rough carpentry Finish carpentry Modified bituminous membrane roofing Wood window restoration Stile and rail wood doors Lime plaster restoration Portland cement stucco restoration Tiling Painting and coating Fire protection Plumbing Heating, ventilation and air conditioning Electrical systems Lighting and controls Communications Electronic safety and security Earthwork Exterior improvements Utilities The work will also include close coordination with the park s archeologist to ensure protection of sensitive cultural resources, particularly where ground disturbance is necessary to perform work such as excavation, trenching, landscaping, etc. Appendix Vicinity Map Type of Contract: A negotiated, firm-fixed price construction contract will be awarded requiring submission of both a technical and a price proposal. Davis Bacon prevailing wages for San Miguel County in New Mexico will apply. The government will consider an offeror's technical capability in comparison to its price using the best trade off value method of procurement. Technical factors will be stated in the Request for Proposal in Section M. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
