- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 6.302-1 " Only one responsible source and no other supplies or services will satisfy agency requirements " to Chemring Energetic Devices, Downers Grove, IL, acquisition of an Altitude Combined Aircrew Systems Tester (ACAST), Joint Combined Aircrew Systems Tester (JCAST), Valve Test Accessory, and Relief Valve Test Accessory used to test pilot ensemble. Chemring Energetic Devices owns the unique engineering drawings and is the sole manufacture of the required items. The items are not available from any other source, through depot, or through other manufacturers. The Government intends to acquire a non-commercial item using FAR Part 15. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 16, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
