- The U.S. Army intends to sign Supplemental Agreement DACA65-9-13-045-SA6 with Rest Easy LLC to add Fort Buchanan, PR to the Privatized Army Lodging (PAL) Institutional Training In-License, and to extend the term of the In-License. Inclusion of Fort Buchanan, PR in the Supplemental Agreement to the In-License will enable the Army to provide on-post lodging to Active Duty students engaged in Institutional Training at Fort Buchanan. Rest Easy LLC has previously been determined to be the only responsible source capable of enabling the Army to provide on-post lodging to Active Duty students engaged in Institutional Training on all of the following military installations: Joint Base San Antonio (Fort Sam Houston), TX; Fort Rucker, AL; Fort Sill, OK; Fort Leavenworth, KS; Fort Belvoir, VA; Fort Bliss, TX; Fort Gordon, GA; Fort Huachuca, AZ; Fort Knox, KY; Fort Leonard Wood, MO; Fort Bragg, NC; Carlisle Barracks, PA; Fort Jackson, SC; Fort Meade, MD; Redstone Arsenal, AL; Fort Benning, GA; and Fort Lee, VA. Other responsible sources capable of providing on-post lodging on all of the above listed installations may submit a capability statement, proposal, or quotation, which shall be considered by the Army. Comments to this notice must be submitted in writing or via electronic mail and be received by 5:00 P.M., March 13, 2018.
