- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The project title is Emergency Watershed Protection Program (EWPP) Debris Removal Project, Pike County, Ohio. This combined synopsis/solicitation, number 12SPEC18Q0007, is being issued as a Request for Quotes (RFQ). The acquisition procedures at FAR Part 13 are being utilized. The Government anticipates this combined synopsis/solicitation will result in the award of a Firm Fixed Price order. Responses are due by 2:00 p.m. EST, February 28, 2018, to Tami Lanier at tami.lanier@wdc.usda.gov. In accordance with FAR 52.212-1(b), late quotes will not be accepted. This announcement incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-97, dated January 24, 2018. The Federal Acquisition Regulation (FAR) and Agriculture Acquisition Regulation (AGAR) clauses and provisions referenced in this solicitation can be found respectively in full text format at https://acquisition.gov/far/index.html and http://www.dm.usda.gov/procurement/policy/agar_x/agar04/index.html. This acquisition is 100% set-aside for Small Businesses. The North American Industry Classification System (NAICS) Code is NAICS Code: 113310 Logging. The small business size standard is 500 employees. For more information on size standards, please visit http://www.sba.gov/size. Active registration is required in the System for Award Management (SAM) from time of submission of quote through payment of the final invoice; https://www.sam.gov. Description of Services: Debris removal services from the Left Fork Crooked Creek along Denver Road in Pee Pee Township, Pike County, OH. The project consists of 800 linear feet of clearing/grubbing, mobilization/demobilization and a temporary access road. Refer to the provided Attachments for additional project information. The following attachments are made a part of this combined synopsis/solicitation. Attachment 1 - Construction and Material Specifications Attachment 2 - Project Map and Drawings Attachment 3 - Service Contract Act Wage Determination No: 1981-1255, Rev No: 47, dated 1/10/18 Attachment 4 - Quote Submittal Worksheet A site showing will be conducted on Thursday, 2/22/18, 10am EST. Attendees meet at site located at the Denver Road bridge over Left Fork Crooked Creek approximately 2.5 miles west of Waverly, Ohio in Pike County. The estimated commencement date of work is March 19, 2018. All work shall be completed within 26 calendar days. All Contractors must be registered in the System for Award Management (SAM) prior to award of a Federal Contract. However, due to the need for prompt award after receipt of quotes, registration in SAM, to include completion of the Representations and Certifications, and having a status of "Active" is required BEFORE submitting a quote.
