Description
Biodata Form - AID 1420 (PDF) Biodata Form - AID 1420 (Word) Full Solicitation The HIV/AIDS Team Leader is responsible for managing a large and diverse HIV portfolio covering prevention, care, and treatment, including orphans and vulnerable children (OVC) interventions. The HIV/AIDS Team Leader also oversees all HPN tuberculosis (TB) programming. These activities are carried out by over 40 local and international implementing partners operating through both acquisition and assistance mechanisms nationwide valued at over $317 million annually, including over $100 million annually for the procurement of anti-retroviral drugs and other commodities. The HIV/AIDS Team Leader provides technical leadership and assistance in all areas under the HIV/AIDS portfolio. Additionally, the incumbent serves as a linkage to and advocate for integrated development programs supporting the HPN Office's other technical teams as well as the Mission at large. The incumbent has a direct leadership role in the development of the annual PEPFAR Country Operational Plan, including serving as a high level reviewer of Kenya's plan and monitoring its implementation over the course of the fiscal year. The HIV/AIDS Team Leader also plays a key role in monitoring the financial management (mortgage and pipeline) of the USAID PEPFAR portfolio, ensuring timely obligations, accruals, and financial compliance. S/he acts as a senior representative of USAID in formal and informal settings related to the position, and as a member of the diplomatic community. The incumbent assists with strategic planning and design of development activities, intermediate results, and measures of achievement, as well as conceptualizing the design, documentation, and management of the HIV/AIDS and Health sector activities in Kenya. S/he supports the HIV/AIDS sector by researching, reviewing, and analyzing data to provide technical assistance and advice on sector issues to both internal and external audiences, including senior level GOK officials. The incumbent provides day-to-day oversight and management of 21 professional and administrative staff responsible for program implementation, compliance, and reporting. The HIV/AIDS Team Leader is one of four senior technical advisors, and one of 56 HPN team members. S/he will report to the HPN Chief, who provides overall operational oversight and supervision. Given the integrated nature of HPN, there is heavy emphasis on interagency collaboration, and strong linkages with the GOK, civil society, and the private sector. It will be essential for the incumbent to demonstrate strong technical and managerial skills, complemented by outstanding communication and interpersonal skills. Donor collaboration is, equally, a critical and vital function under this position.
