Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Gentec-EO USA, Inc. for the purchase of Ultraviolet Calibration Standards to be applied by the U.S. Military (Army and Navy), for the Physical Measurements Laboratory (PML). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The UV Calibration Standards required were developed at NIST to operate and calibrate the Variable Output LED-365 Irradiance Source being developed in collaboration with the Army. NIST has previously purchased several similar detector standards from Gentec-EO USA. The devices currently required are modified and improved versions of the previously purchased versions, that have been modified for NIST requirements. They will be used at the U.S. Army along with the previously purchased devices. Therefore, the unique compatibility with the previously purchased devices is a must to satisfy the current construction, calibration, and application requirements. The devices that are currently necessary for procurement shall be used as NIST traceable standards to perform broadband linear irradiance measurements of the tunable output LED-365 UV source developed at NIST. The calibration methods and steps must be identical as those used on the existing devices fabricated by Gentec-EO USA. These devices are necessary to perform irradiance measurements and calibrations in a wide range, produce equal irradiance increments and to transfer the NIST traceable integrated irradiance to test UV sources and meters in field applications. Since these UV irradiance standards were fabricated by Gentec-EO USA, calibrated by NIST, and applied by the U.S. Military (Air Force and Nav), consistent fabrication is necessary for consistent measurement results. Therefore, only Gentec-EO USA is uniquely qualified to fabricate their current versions of the devices for use at the US Army for the same applications. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established contract lead times. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
