Description
Draft Performance Work Statement Rev. 3 This notice is for market research only, seeking sources capable of providing wireless telecommunication services in Italy for US Government and Military personnel. The estimated quantity of users are 1,500 personnel through Naval Computer and Telecommunications Station (NCTS) Naples, and 1,300 personnel through NCTS Sicily. NAVSUP Fleet Logistics Center Sigonella (FLCSI) is contemplating on issuing a solicitation for a commercial single award indefinite-delivery indefinite-quantity (IDIQ) contract, or multiple awards of IDIQ contracts, with a five-year ordering period. Sources interested in the anticipated procurement are requested to submit a brief capabilities statement package with the following information. 1) Capabilities in providing wireless telecommunication services in Italy, including roaming for users when traveling to other countries, and issues the Government should be aware of that may arise during performance. 2) Brief information on current or past contracts with US agencies (e.g. General Services Administration, Department of State, Department of Defense, Department of the Navy, etc.) for wireless telecommunication services, particularly in Italy and Europe. Include contract number(s) and any issues that arose during performance. 3) Feedback on the draft Performance Work Statement (PWS). Note: this PWS is only a rough draft and does not necessarily reflect the Government's current requirements; feedback should address current industry standards. The PWS will go through continuous revisions during this Sources Sought notice. 4) Brief information on the advantages and disadvantages (regarding price and insurance terms) if the contract(s) includes line items for either leasing or purchasing devices, and the option for a technical refresh of the devices after 24 months of use. Currently, only the following devices are authorized for use: iPhone 5s, iPhone 6, iPhone 6 Plus, iPhone 6s, iPhone 6s Plus, iPhone SE, iPhone 7, iPad Pro, iPad, and Galaxy S8. Email capabilities statement package to Ryan Fernandez, Contract Specialist, at ryan.fernandez@eu.navy.mil by the closing date and time (email size must not exceed 5MB). Include point(s) of contact, current System for Award (SAM) status, and Commercial and Government Entity (CAGE) code. Submittals will not be returned. Any questions regarding this notice must also be submitted to Ryan Fernandez by email. Oral queries may not be accepted. This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for sources' expenditures made in response to this Sources Sought. Interested vendors are reponsible for monitoring this notice for any subsequent amendments. Any solicitation issued as a result of this notice will be announced separately.
