- Solicitation, various sizes, salient characteristics, and Provisions and Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. The Vermont Army National Guard has Brand Name or Equal requirement for two different versions of cold weather mountaineering boots - 1. Koflach Degre which has a tendency to be a narrow fitting boot and 2. Scarpa Inverno which tends to be a wider fitting boot. Basis of award is lowest price / technically acceptable that meets or exceeds all salient characteristics See attached solicitation for the various sizes, salient characteristics, and Provisions and Clauses applicable to this solicitation. RFQs may be emailed or posted to this solicitation by 5:00 PM EST 2 February 2018 for consideration.
