- This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. SAMD is managing multiple FMS cases for a Middle Eastern customer who maintains a dedicated Commercial Satellite Communications (COMMSATCOM) and internet services network consisting of over 300 existing Very Small Aperture Terminals (VSAT) to support the interconnection of six voice/data networks. The scope of work is to provide or supply the following: --Space segment/bandwidth for fixed VSATs/iDirect; roughly a complete KU transponder of service --Space segment for mobile VSATs/VIPERSAT; roughly 30Mb of Service --Space segment resources must be provided through a US-based company --Managed backup hub services to include 25Mb --60 public IPs --Local internet services; roughly 50Mb of Service --In-country operations and maintenance --In-country VSAT Training -- In-country Field Service Representative support --VSAT hardware and software (fixed and mobile), to include supporting IT equipment --In-country installation services -- Services to upgrade TDMA to ATDMA --CONUS-based Remote 24/7 NOC and technical support --VOIP and GSM Calling Services --De-installation and re-installation services/site moves --Spares --Contractor must possess a Facility Security Clearance prior to award --Contractor must be able to conduct CONUS-based Factory Acceptance and Testing (FAT) Inspection in a contractor provided facility in CONUS --Contractor must provide travel, transportation and life support for all personnel supporting this scope of work.
