Journal Subscriptions Statement of work (SOW) Page 5 of 5 STATEMENT OF WORK (SOW) Subscription Orders/Renewals Department of Veterans Affairs (VA) VA Ann Arbor Healthcare System Medical Library BACKGROUND The VA has a requirement for periodicals, e-journal subscriptions, and enhanced online information resource related services. The VA Ann Arbor Medical Library requires annual periodical subscription services and the Library must maintain a collection of current paid electronic and/or print periodicals each year. The Library is seeking a one year contract to order/renew current journal subscriptions and related services as outlined in this statement of work. 1.0 SCOPE OF WORK The scope of this effort falls in line with VA s mission, goals and objectives in support of providing Veterans healthcare. Contractor shall be responsible for the management, labor and equipment necessary to provide subscriptions for periodicals and e-journals, media, and other related online services from multiple publishing houses to the VA Ann Arbor Medical Library. The required journal titles are listed in Section 4.0 Complete List of Requirements. The Contractor shall provide and maintain VA access to listed electronic publications for the entire performance period. Basic subscription and related administrative services required are outlined in Section 3.1. and include establishing links to e-journals on behalf of the VA Ann Arbor Medical Library. The Contractor s online catalog databases, electronic claims and serial management systems are critical services required by the VA Ann Arbor. 2.0. DEFINITIONS (a) Contractor: The organization providing subscription services to the Department of Veterans Affairs (VA). For purposes of this solicitation, used interchangeably with Contractor or Offerors. (c) e-journal: Electronic serials, are scholarly journals or intellectual magazines that can be accessed via electronic transmission. In practice, this means that they are usually published on the Web. They are a specialized form of electronic document, they have the purpose of providing material for academic research and study, and they are formatted approximately like journal articles in traditional printed journals. (e) Journal: A serial appearing or intended to appear indefinitely at regular or stated intervals, generally, more frequently than annually, each issue of which is numbered or dated consecutively and normally contains separate articles, stories or other writings. Serials may be published in any medium or format (including electronic, print, microform, or other non-print media), and may be available through purchase (as with traditional print periodicals) or license (as with online journals). Used interchangeably with the term periodical. (f) Licensing: Terms and conditions required by the owners of proprietary systems, software or intellectual property regarding the terms of its use. (g) Periodical: A serial appearing or intended to appear indefinitely at regular or stated intervals, generally, more frequently than annually, each issue of which is numbered or dated consecutively and normally contains separate articles, stories or other writings. Serials may be published in any medium or format (including electronic, print, microform, or other non-print media), and may be available through purchase (as with traditional print magazines) or license (as with online journals). Used interchangeably with the term journal. (h) Publisher Price: The established publisher's list price for the given subscription period at the time of order acceptance; the price at which a publication is made available to the public. It is established by the publisher and is exclusive of any discount. Loosely, the price quoted by the publisher s catalog. (i) Serial: A publication in any medium issued in successive parts bearing numerical or chronological designations and intended to be continued indefinitely. Serials include: periodicals, newspapers, magazines, annuals, yearbooks, journals, memoirs, proceedings, transactions, and numbered monographic series and other serially published works. (j) Subscription: The term subscription, as used in this agreement, means a payment for access to or ownership of knowledge-based information, in a time limited or permanent access. It can take the form of access to e-journals, print journals, back file e-journals, and other related services. VA determines the subscription period, publisher permitting, and Contractor shall, for print subscription, place and service it for the life of the subscription plus three months. 3.0 GENERAL REQUIREMENTS 3.1 Basic Subscription Orders. Contractor shall provide basic subscription services orders to deliver the publications listed in section 4 to the VA. This includes (a) Ordering and renewing subscriptions; (b) Act as liaison with publishers, including making timely prepayments, processing refunds, claims, supplemental and bill-later charges; (c) Ensuring timely and complete delivery of ordered and renewed subscriptions; and, (d) Providing reports and other administrative support for subscriptions management. 3.1.2 Publications. The Contractor shall supply materials from the sources/publishers listed in section 4 in the format listed. 3.1.3 Catalog Contractor shall provide an annual catalog of periodical titles available. The catalog shall be available to the VA Ann Arbor Medical Library electronically, e.g. via Internet, at no additional charge to the agency. The catalog shall have as a minimum the following information: Titles ISSN or ISBN Cost Frequency Enumeration Descriptive Information (e.g., title changes with cross references; memberships, if available; publisher, if available) Documented constraints Instructions for electronic access to the publications 3.1.4 Notification Of Ceased Or Discontinued Titles Contractor shall notify VA Ann Arbor Medical Library of any ceased or discontinued titles within 30 calendar days of contractor knowledge of the unavailability. If any of the subscriptions listed in section 4 become unavailable to the Government, a price reduction based on the actual availability of the subscription will be calculated based on the subscription price in the price schedule. The contractor shall not invoice for services which the Government has not received. 3.1.5 Publications and Electronic Journals: Contractor shall place orders for publications both domestic and foreign based on its annual catalog of titles. Contractor shall research new titles that become available and shall respond to special requests at no charge. These titles shall be added to Contractor s catalog for use by the VA Ann Arbor Medical Library. Contractor shall provide licensing and registration assistance for all electronic journals. 3.1.6 Bill-Later Titles Initial pre-order price quotes will contain estimates of costs for any "bill-later" items. The VA Ann Arbor Medical Library will determine whether or not to proceed with purchase of bill-laters. 3.1.7 Payment Contractor shall pay all regular subscription orders in advance to the publishers or in accordance with the publisher s agreement, prior to submission of first invoice. Upon request, the Contractor shall provide proof of payment of any order invoiced. Changes and frequency of publications will not be justification of additional costs. 3.1.8 Contractor shall offer the following web-based management services to support subscriptions: (a) Claims submission (b) Cancellations (c) Customer Service (d) Searchable publication catalog (e) On-demand reporting (f) Ordering & Renewals 3.1.9 Claims for missing, defective or mutilated issues. The Contractor shall be the contract liaison in obtaining from the publisher replacement copies of periodicals found to be defective, mutilated, lost in transit, or otherwise missing, provided the loss is reported within sixty (60) calendar days. Contractor shall provide back issue ordering if requested. Contractor shall respond to the VA Ann Arbor Medical Library 's claims within ten (10) calendar days of the claim. The Contractor shall offer electronic claims services at no additional charge. The Contractor will demonstrate or make available for review its electronic claims system prior to contract award. The Contractor shall handle claims for any subscription for up to three months after the life of the subscription. 3.1.10 Refunds For Lost Periodicals, Replacements And Discontinuance Of Publication In the case where replacement is unavailable and refunds are offered instead, Contractor shall make a refund in full of all amounts paid by the VA Ann Arbor Medical Library. Contractor shall provide refunds or substitute materials from publishers for unexpired portions of subscriptions which discontinue publication during the life of the subscription. 3.1.11 Refunds For Cancellations When a refund has been requested due to timely cancellation (in accordance with the agreed upon cancellation/refund policy of the publisher) of a subscription, Contractor shall provide refunds to the VA Ann Arbor Medical Library. Contractor shall provide the VA Ann Arbor Medical Library with the option of receiving a refund or accepting a credit when refunds are due. 3.1.12 Electronic Data Records Contractor shall have the capacity to maintain accurate and current information regarding periodical titles, prices, publisher information, claims status, billing and financial information. The Contractor shall have the ability to provide stable and accurate URLs for electronic publications and notify VA Ann Arbor Library Staff of journal changes in format, e.g. from print to online. 3.21.13 Marc Record Data. Contractor shall have the capability of providing electronic files of catalog data in MARC formats if requested. Also can furnish table and accurate URLs either in title list format or included in the 856 field of the MARC record. 4.0 COMPLETE LIST OF REQUIREMENTS: Contractors shall deliver documentation in electronic format, unless otherwise directed by the VA Ann Arbor Medical Library Subscription period shall cover one year, starting on the date of contract/order award. Additional subscription periods may be ordered through the exercise of options, at the sole discretion of the Government. A single subscription to each title in format desired as specified in the table below.
