Description
THIS IS THE PRE-SOLICITATION/SYNOPSIS NOTICE FOR: SPE600-17-R-5X26 The Defense Logistics Agency (DLA) - Energy anticipates issuing a Request for Proposal (RFP) within the next 60 days. The contractor shall prepare environmental documents in support of DOD petroleum storage facilities in the United States, its territories, and a limited number of facilities in the DLA Energy Pacific Region, European Region, and Middle East Region. This contract will focus on Environmental Conditions of Property (ECOPs), specifically Environmental Baseline Surveys (EBSs) following the process outlined in ASTM D6008-96. The current estimate is approximately 5-15 ECOPs each year, with the potential for developing/updating/completing other environmental documents throughout the year (i.e. Spill Prevention Control and Countermeasures Plans, Facility Response Plans, Stormwater Pollution Prevention Plans, checklists, etc.). The proposed solicitation is being considered for an award of a partial set-aside under a small business set-aside program. There will be 50% small business set aside and 50% full and open competition. The North American Industry Classification System (NAICS) Code is 541620 and the size standard is $15 million. The government is interested in the following small business categories to respond to this notice. Small Businesses, 8 (a) Businesses, Women-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Businesses, and Service Disabled Veteran-Owned Small Businesses (SDVOSBs). Multiple awards of one (1) Four-Year Base period are expected for this requirement. Tradeoff process under FAR 15.101-1 will be used to evaluate offers. The expected period of performance is August 1, 2018 to January 31, 2013. An RFP will be issued in the near future under solicitation SPE600-17-R-5X26. A pre-proposal conference will be conducted at DLA Headquarter Fort Belvoir, VA by DLA Energy on a date to be determined. Notice of this conference will be posted on FedBizOps.
