Description
Pre-Solicitation Notice -2019 Vandenberg Air Force Base Paving IDIQ Department of the Air Force, Air Force Space Command, 30 CONS, 1515 Iceland Ave, Room 150, Vandenberg AFB, CA 93437-5212 The Air Force intends to issue a solicitation, Request for Proposal Number FA4610-17-R-0014 VAFB Paving IDIQ on Vandenberg AFB, California, on or about 29 January 2018. The contractor shall provide all equipment, tools, supervision, labor, material, quality control, and other items necessary to accomplish maintenance, repair, and/or new minor road construction projects in an expeditious manner. Engineering support required necessary to complete work as defined by a general construction contractor will not require the use of registered architect or engineer services for useable end product. The engineering support will be on non-complex designs and will not require structural designs or certified architect-engineering approval/stamp. The work will consist of several tasks in road construction such as: excavation, preparation and stabilization of sub-grade soils including the use of geosynthetic reinforcement prior to placement; providing riprap, geotextiles, box culvert, aluminum and high-density polyethylene (HDPE) storm drains to prevent erosion; stabilization of slopes with geotextiles, drilled piers, tiebacks, timber lagging, jet grouting, and providing sub-drain systems. The work effort will also include concrete sidewalks, curbs and gutters, the repair of runway slabs along with jet fuel resistance joint seal, rubber removal, airfield and taxi paint markings. Asphalt paving work will include California Department of Transportation (Caltrans) class I, II, III aggregates, pavement markers, striping, pavement fabric, patching and sealing of cracks in existing pavements on various roads, sites, elevations and sections, and any incidental work related to pavement repair. The road work may include a broad range of construction tasks that integrate multiple construction disciplines like mechanical, electrical, plumbing, and other specialty trades. The Award is contemplated as a competitive 8(a) multiple-award IDIQ with FFP tasks orders to three (3) eligible 8(a) contractors who had a bona-fide office within the state of California. The NAICS code is 237310 and the size standard is $36.5M. This acquisition will be procured pursuant to the requirements in FAR Part 15 Contracting by Negotiation and FAR Part 36 Construction and Architect - Engineer Contracts. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award. Additional information or postings will be posted for viewing on FedBizOpps at https://www.fbo.gov/. Notice to potential offeror(s)/supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror of any cost.
