- Page 1 of 1 The National Cemetery Administration is soliciting offers under solicitation number 36C786-18-R-0107. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 567130. Business Size Standard is $7.5 million. Project Description: This is a Base and Four (4) Option Years, service contract for cemetery grounds maintenance at Beaufort National Cemetery, 1601 Boundary Street, Beaufort, South Carolina 29902. The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities described herein, which are required to maintain an acceptable appearance of the cemetery grounds and facilities in accordance with the National Cemetery Administration (NCA), National Shrine Commitment, Operational Standards and Measures. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Technical Approach To Complete Statement of Work & Qualifications; (2) Past Performance; and (3) Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about January 29, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M. EDT on February 27, 2018. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register.
