Description
Request For Information (RFI) for Department of Veterans Affairs, Office of Information & Technology (OIT), VA Enterprise Mobile Devices and Services Request For Information (RFI) for Department of Veterans Affairs, Office of Information & Technology (OIT), VA Enterprise Mobile Devices and Services Introduction: This is a request for information only. Do not submit a proposal or quote. As a part of the Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) market research process, this request for information (RFI) will be used to assist VA in finalizing the Performance Work Statement (PWS) and formulating an acquisition strategy. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government will not pay for the information submitted in response to this RFI. Responses to this RFI are requested by 1:00 P.M. Eastern Time on January 24, 2018. Please send all inquiries to Christopher Minetti, Christopher.Minetti@va.gov. Questions and Critical Considerations for interested Contractors: Responses to this RFI by interested parties will be used as part of market research by VA representatives to finalize the PWS and develop the acquisition strategy. In accordance with FAR 15.201(E), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process. This announcement is based upon the best information available, is subject to future modification, is not a request for proposal, and in no way commits the Government to award of a contract. The VA will not be responsible for any costs incurred by responding to this RFI. This is a request for information (RFI) only. It is requested that all companies interested in participating in this effort please address the following: Describe your company s capabilities with respect to meeting the requirements in the attached PWS on a firm fixed price basis. Provide any additional constructive feedback you may have concerning the content of the PWS via track changes. Identify existing contract vehicles through which VA may acquire your products and services. Also, provide the benefits and drawbacks of each vehicle as compared to VA s current NMDS contract. Can your products/services be obtained through a Service Disabled Veteran Owned Small Business that is verified in the Vendor Information Pages (VIP) database (http://www.VetBiz.gov)? Are you able to provide devices with QWERTY keyboards throughout the PoP? If not, please explain. In order to minimize impact to users resulting from the transition from VA s current contract to a new task order, can the current user devices (e.g., new/relatively new phones from NMDS) be brought over to the new contract? What are the limitations? What is the recommended device refresh timeline?     How are mobile devices typically covered between the end of the manufacturer warranty and the refresh date? What is a reasonable timeframe VA can expect response/corrective action to coverage area issues? Describe your capability with respect to the requirement for pooling voice minutes across all users of this enterprise contract. Describe your capability with respect to the requirement to provide seed stock as set forth in PWS paragraph 5.5.1.2?    Are there any restrictions on seed stock (inactive lines)? Are there any recommended voice/data pooling/tiering plans based on historical Government and/or VA experience? Provide recommendation of the right size quantity and mix of GB size data plans that would be appropriate for VA. Based on your knowledge of VA's current usage, provide  a rate plan analysis  along with your recommendations for VA to obtain  better service arrangements, optimization and increased cost effectiveness. What are the available data plans? Are unlimited and stadium plans available? What impact will the new net neutrality regulations have on VA? Describe your capabilities with respect to the rate plan optimization services set forth in the PWS for VA to help determine better service arrangements, optimization and increased cost effectiveness throughout the life of the contract. Based on historical data provide a list of VA sites where meeting coverage requriements presents the greatest challenge with respect to reliable interior/exterior coverage, as well as what would be required to enhance the coverage at these facilities. Please provide a rough order of magnitude cost estimate for each location identified. Please provide a draft transition plan specifying timeframe required to move approximately 76,000 devices from existing task orders to a new task order. Identify risks, mitigations and what you would need from VA in order to ensure a smooth transition with minimal inconvenience to VA users.
