Description
The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Vaccine Research Center (VRC) intends to negotiate on an other than full and open basis the purchase of optical filters (dichroic mirrors and band-pass) manufactured by Chroma Technology Corp, 10 Imtec Lane, Bellows Falls, VT 05101. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501 (a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Bethesda, Maryland 20814. Period of Performance: One Year from Award Date The VRC currently operates eight Flow Cytometer analyzers that have proven to be uniquely suited to the analytical requirements. The instruments provide 6 separate lasers and 30 detector capabilities, and they have been well-suited to operate by users with minimal facility supervision. These instruments require critical optical filters to measure multi-dimensional parameters in the effort to expand the detector base and to measure the entire spectral curve of all fluorochromes measured by the current configuration. Therefore, the optical filters are critical to the detection of the spectra for each fluorochrome measured in all detectors. These filters will allow the laboratory to select the best configuration for spectral analysis using the violet laser and the tetra-penta detector array. No substitutes allowed. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same products may submit a response that could be considered by email (subject line to reference NIAID-NOI-18-1883929) to Akilah Bullock at akilah.bullock@nih.gov, by 4:00 pm eastern standard time Wednesday, January 17, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
