Description
Project Title: Grand Teton National Park, Housing Units Renovation (Moose Quarters 187-D & 164-B) Description of Work: The Housing Units Renovation (Moose Quarters 187-D & 164-B) project includes repair and renovation of two existing residential housing units at Grand Teton National Park, located in Moose, Wyoming. Residential Quarters 164-B is a 3 bedroom, 1.75 bathroom unit, approximately 1,296 square feet in size and is part of a single story, duplex building. Residential Quarters 187-D is a 2 bedroom, 1 bathroom unit, approximately 985 square feet in size and is part of a single story, elongated 4-plex building. The proposed work requires the successful Contractor to remodel the housing units to match the proposed floorplan. Repair and renovation of the existing housing units shall include the following. Installation of items including: gypsum wallboard and cementitious wallboard; ceramic floor tiles, carpet, tack-strip, pad, pre-finished hardwood flooring; baseboard, molding, and trim; exterior and interior doors and hardware; hot water heater; propane wood stove; kitchen cabinets and casework (including countertops, sink, faucet, disposal); bathroom vanity and countertop (including faucet), medicine cabinet, bathroom fixtures, bathtub and surround; dishwasher; interior paint; vinyl floor sealant. Laundry facilities with new plumbing fixtures. Install hot water heater. Miscellaneous work including: wallboard patching, taping, texturing, and painting; installation of flooring transition strips between differing flooring types; window trim, aprons, and sills; installation of doors; installation of washer and dryer hookups; seal all exterior wall penetrations to prevent rodent intrusion; clean walls and surfaces to be painted; clean units upon completion and leave in a move-in ready condition. The following materials will be furnished by the Government: tile, hardi-backer board, grout, thin-set, and sealer; kitchen cabinets, countertops, sinks, garbage disposals, range hood vent, dish washer, and kitchen fixtures (faucets); hardwood flooring and rosin paper; carpet, pad, transition strips, and tack strips; sheetrock and mud; case and base moldings; pre-hung interior doors, sliding closet doors, door stops, urethane coating, and associated hardware; bathroom toilets, sinks, vanities, space saver cabinets, medicine cabinets, linen cabinets, bath tub/shower/sink fixtures (faucets), shower rods, towel racks, and toilet paper holders; bathtub surrounds, and shower stall; hot water heater; dryer vent; vinyl floor sealant; interior paint and primer. The successful Contractor shall provide fasteners for installation of all items listed above (Government furnished) and shall follow the manufacturer ¿s recommendations for installation of these items. The Contractor must also furnish tape for sheetrock work, shims, plumbers putty, sand paper, tile spacers, ductwork, and caulk. All labor, equipment (fully operated), tools, PPE (personal protective equipment), supervision, transportation, knowledge of accepted work practices, standards, and all governing codes, laws, and regulations required for installation of all required items and materials, and any additional operating supplies or incidentals necessary to complete the work will be the Contractor ¿s responsibility. All work shall conform to the drawings, specifications, and terms and conditions outlined in the solicitation and any resultant contract. QUARTERS 164-B (DUPLEX UNIT) Improvements to Moose Housing Unit 164-B: work will be as specified below. All manufacturer instructions and recommendations shall be followed in accordance with product specific installations. Items pertaining to remodel of the housing unit shall reference the provided existing and proposed floorplans, and shall verify dimensions prior to construction of new walls or major construction items. Contractor shall obtain approval from the Contracting Officer on proposed dimensions that differ from actual to proposed, prior to construction of major work items. 1. Install new items and materials throughout housing unit and perform all work items listed below, as follows: a. Install approximately 5000SF of 5/8 ¿ gypsum wallboard in entryway, kitchen, hallway, laundry room, bathroom, bedrooms, and all ceilings. Installation to include smoothing screw locations, joints, and damaged areas using government furnished joint compound and tape. Installation shall include all workmanship and quality control required to provide a professional finish for all walls prior to texturing and after texturing. Primer shall be applied to all new sheetrock prior texturing. Texturing shall be modified orange peel. Contractor shall texture a 4 ¿x2 ¿ area as a mock-up for approval by the Contracting Officer prior to texturing all new wallboard surfaces. All bathroom walls and ceiling to receive 5/8 ¿ greenboard gypsum wallboard material. Install approximately 165SF of Cement board, following manufacturer instructions and recommendations on 3 walls surrounding bathtub and the shower unit in both bathrooms. Walls receiving cement board do not require gypsum wallboard. Bathrooms walls were cement board is installed will need to be furred out to be at the same elevation as the 5/8 ¿ sheetrock. Living room and dining room wall adjacent to garage requires 5/8 ¿ fire block sheetrock to be supplied by the Government. All texture work shall be completed before any new flooring material is installed. b. Prior to installation, existing floor shall be cleaned of any remaining sub-flooring material remnants, dust, and miscellaneous debris and prepared to manufacturer ¿s recommendations. Install approximately 1300SF of government furnished vinyl floor sealant to encapsulate asbestos containing vinyl flooring. Sealant to be installed per manufacturer ¿s recommendations including all safety precautions and warnings. Sealant to be applied to all flooring materials prior to installation of new flooring. Required PPE shall be utilized by installation personnel. c. Install approximately 450SF of government supplied ceramic floor tile. Tile to be placed as follows: Install 252SF of government supplied 18 ¿x18 ¿ ceramic tile in entry way, kitchen, and dining room area. Install 72SF of government supplied 18 ¿x18 ¿ ceramic tile in laundry room, and 72SF of 13 ¿x13 ¿ of government supplied ceramic tile in full bathroom, and 54SF of 13 ¿x13 ¿ of government supplied ceramic tile in shower bathroom. Government will provide ceramic tiles, grout, thin set, backer board. Contractor will supply their own fasteners. Contractor shall verify with CO the style of tile that is being requested by the Government before purchasing. Installation shall include placing backer board on existing flooring and fastening as required by manufacturer. Tiles shall be placed in thin set mortar as specified by manufacturer. Tiles shall be laid in a standard pattern using tile spacers and best practices to ensure tiles are aligned, straight and have a smooth surface free of high spots. Care shall be taken to ensure each tile is securely placed in thin set mortar and securely embedded. Installation shall include under new cabinets, dishwasher, range, washer, dryer, vanity. Tiles to be cut shall be done so using a wet tile saw to minimize breakage of tiles. Tiles shall be placed with 1/4 ¿ gaps for grout unless otherwise specified. Grout shall be installed per manufacturer ¿s recommendations. Care shall be taken to ensure tiles are set without any abrupt elevation changes or air voids underneath. If transitions are needed to lessen any elevation changes, it shall be the responsibility of the contractor to provide a transition. Tile placement shall be planned with elevation in mind, in a manner conducive to placing carpet or hardwood flooring adjacent the tile, using an oak transition threshold (to be installed by the contractor). All tiles shall be sponged, wiped, and cleaned as required as part of normal tile installation process. Finished tile installation shall be free of haze or grout residue. Tile grout will be sealed with silicon sealer. Tile placed in bathroom shall account for toilet installation, and shall be carefully cut around toilet drain and footprint. Tile placed in bathroom shall account for bathtub installation, and shall be carefully cut along front of bathtub footprint. Use sanded silicon grout along front edge of tub and tile. d. Install approximately 450SF of pre-finished hardwood flooring in living room and hallway. Hardwood flooring installation shall require placement of rosin paper underlayment. Flooring shall be placed as close to existing walls as possible to minimize gaps between floor/wall transitions and with floorboards. Pre-finished flooring to be installed per manufacturer ¿s recommendations. Government will supply hardwood flooring. e. Install approximately 550SF of government supplied carpet, padding, and tack strips. Installation shall take place in the three bedrooms and associated closets. Where carpet joints meet differing flooring (hardwood flooring), install transition threshold to minimize differing heights of flooring. Install metal transition strips at thresholds. Carpet, padding, and tack strips to be installed using manufacturer ¿s recommendations. f. Install approximately 400LF baseboard trim. All baseboard trim will be supplied by the Government. Baseboard to be cut at corners and joints at 45 degree angles and finish nailed to wallboard. All nail divots are to be caulked and trim to be painted with 2 coats of semi-gloss paint. g. Install 6 new interior, pre-hung doors, 6-panel pine doors. Doors will be supplied by the Government. Contractor to finish doors by urethane coating and light sanding with a minimum of two coats of urethane to achieve a satin finish. Doors to incorporate new door hardware to be installed by contractor. Doors must close tightly with no natural swing when open. Work to include installation of wall-mount door stops for each door. Door jambs to be trimmed out, both sides, with appropriate case molding to match base molding installed throughout house. Door jambs and case molding to be primed and painted with two coats of government supplied paint. Case molding will be supplied by the Government. h. Install 3 new sets (2 doors/set, 30 ¿ wide each, 80 ¿ tall) of sliding closet doors with all new track hardware and thumb pulls. Contractor to finish doors by urethane coating and light sanding between two coats of urethane to achieve a satin finish. Sliding doors and hardware will be supplied by the Government. i. Install new wooden window casing and sill on ten existing windows. Four windows are approximately 37.5 ¿ wide x 48.5 ¿ tall, three windows are approximately 36 ¿ wide x 36 ¿ tall, two windows are approximately 75 ¿ wide x 48.5 ¿ tall, and one window is approximately 121 ¿ wide and 57 ¿ tall. All casing and sills to be painted to match walls. j. Install 50 gallon electric water heater. Contractor to provide all labor required to install following per manufacturer ¿s instructions and all common work requirements associated with installation. Contractor to perform all associated plumbing work as required in accordance with national plumbing code. k. Install in laundry room a new dryer vent to exterior of building. l. Install new kitchen cabinetry and countertops to be supplied by the Government. All cabinetry, and countertops to be installed following manufacturer instructions and recommendations. Countertop backsplash to be caulked along wall joint. Any additional framing required for installation shall be done by the contractor prior to installation. All finish trim to be installed level and plumb. Shim as required for proper installation. Allow sufficient room for dishwasher (24 ¿w), refrigerator, range, garbage disposal vent hood and other appliances as required. m. Install approximately 10LF of countertop on half wall between kitchen and living room. n. Install one stainless steel sink, new faucet, new garbage disposal, new range vent hood and ductwork, and new dishwasher in kitchen all to be supplied by the Government. Contractor will install water supply lines. Install per manufacturer specifications. Caulk to be applied around all edges of sink. Garbage disposal to be connected to new drain system, as required per manufacturer ¿s specifications. Connect dishwasher drain to garbage disposal, following manufacturer ¿s recommendations and instructions. Perform all electrical and plumbing work, as required, for proper installation. Duct new range vent to the exterior of the building. o. Install new vanity, countertop, sinks, faucets, medicine cabinet, toilets and space saver cabinets which will be supplied by the Government. Install towel racks, toilet paper holders, in bathrooms. Vanity, countertop, medicine cabinet, sink, and faucet to be installed per manufacturer ¿s specifications. Sink to be caulked and sealed. Caulk countertop and wall joints. New faucet to be connected to newly installed water supply lines and drain line. Vanity, medicine cabinet, and space saver cabinet to be securely fastened to walls, and shall be installed level. Install all hardware as provided. Install new toilet according to manufacturer ¿s instructions and connect to existing drain. Connect to newly installed water supply to toilet using braided hose. Install seat and all associated hardware. Toilet to be securely fastened to the floor. p. Install new one piece fiberglass bathtub with surround supplied by the Government. Install in accordance with manufacturer instructions. Install new shower rod. Caulk all joints and penetrations. Installation to include performing any leveling, connection to drain pipe, connection of drain plug, connections to newly installed water supply lines, connection of mixing valve and shower head and pipe along with tub spout and valves and associated hardware. q. Install new pre-fabricated 3 ¿x3 ¿ one piece shower stall supplied by the Government. Install in accordance with manufacturer instructions. Install new shower rod. Caulk all joints and penetrations. Installation to include performing any leveling, connection to drain pipe, connection of drain plug, connections to newly installed water supply lines, connection of mixing valve and shower head and pipe along with tub spout and valves and associated hardware. r. Contractor shall sufficiently patch or repair all gypsum wallboard that has any damage, blemishes, gaps or cracks, following completion of previously listed work items. Contractor shall texture all patches to match surrounding wallboard. Government to provide materials. s. Contractor shall clean all walls and prepare for painting. Contractor shall paint all walls and ceilings throughout the unit using government furnished semi-gloss latex paint (all ceiling heights are 8 ¿). All walls and ceilings shall receive 2 coats of paint. Care shall be taken when painting to protect new flooring materials (paint walls and ceiling prior to installation of flooring, cover flooring, etc.). Ceilings and walls throughout unit shall have a semi-gloss finish. All baseboards and trim shall be painted using semi-gloss paint. t. Contractor shall patch and paint the attached garage with the same finish as the interior of the house. u. Contractor shall rodent proof each wall penetration and new door framing using wire mesh. All plumbing, wiring, and framing, etc., that penetrates the wall or crawlspace shall have rodent proofing installed. QUARTERS 187-D (4-PLEX UNIT) Improvements to Moose Housing Unit 187-D: work will be as specified below. All manufacturer instructions and recommendations shall be followed in accordance with product specific installations. Items pertaining to remodel of the housing unit shall reference the provided existing and proposed floorplans, and shall verify dimensions prior to construction of new walls or major construction items. Contractor shall obtain approval from the Contracting Officer on proposed dimensions that differ from actual to proposed, prior to construction of major work items. 1. Install new items and materials throughout housing unit and perform all work items listed below, as follows: a. Install approximately 4,000SF of 5/8 ¿ gypsum wallboard in entryway, kitchen, hallway, laundry room, bedrooms, bathroom, and all ceilings. Installation to include smoothing screw locations, joints, and damaged areas using government furnished joint compound and tape. Installation shall include all workmanship and quality control required to provide a professional finish for all walls prior to texturing and after texturing. Primer shall be applied to all new sheetrock prior texturing. Texturing shall be modified orange peel. Contractor shall texture a 4 ¿x2 ¿ area as a mock-up for approval by the Contracting Officer prior to texturing all new wallboard surfaces. Install 90SF of Cement board, following manufacturer instructions and recommendations on 3 walls surrounding bathtub in bathroom. Walls receiving cement board do not require gypsum wallboard. Install approximately 1,064SF of government furnished vinyl floor sealant to encapsulate asbestos containing vinyl flooring. Sealant to be installed per manufacturer ¿s recommendations including all safety precautions and warnings. Sealant to be applied to all flooring materials prior to installation of new flooring. Required PPE shall be utilized by installation personnel. c. Install approximately 327SF 18 ¿x18 ¿ ceramic floor tile. Tile to be placed as follows: 50SF in entry way adjacent to kitchen, 126SF in kitchen, 70SF in laundry room, and 81SF of13 ¿x13 ¿ tiles in the bathroom. Government will provide ceramic tiles, grout, thinset, and backerboard. Contractor will provide fasteners. Installation shall include placing backer board on existing flooring and fastening as required by manufacturer. Tiles shall be placed in thinset mortar as specified by manufacturer. Tiles shall be laid in a standard pattern using tile spacers and best practices to ensure tiles are aligned, straight and have a smooth surface free of high spots. Pre-finished flooring to be installed per manufacturer ¿s recommendations. e. Install approximately 320SF of carpet, padding, and tack strips which will be supplied by the Government. Installation shall take place in the two bedrooms and associated closets. Where carpet joints meet differing flooring (hardwood flooring), install transition threshold to minimize differing heights of flooring. Thresholds to be installed securely using common work practices acceptable to the installation they are supporting. Carpet, padding, and tack strips to be installed using manufacturer ¿s recommendations. f. Install approximately 375LF baseboard trim. All baseboard trim and paint will be supplied by the Government. Baseboard to be cut at corners and joints at 45 degree angles and finish nailed to wallboard. All nail divots are to be caulked and trim to be painted with 2 coats of semi-gloss paint. g. Install 5 new interior, pre-hung doors, 6-panel pine doors. Doors will be supplied by the Government. Contractor to finish doors by urethane coating and a minimum of two coats of urethane to achieve a satin finish. Doors to incorporate new door hardware to be installed by contractor. Doors must close tightly with no natural swing when open. Work to include installation of wall-mount door stops for each door. Contractor to perform all associated plumbing work as required. Water heater will be installed on a stand-alone circuit and breaker. j. Install in laundry room a new dryer vent to exterior of building. k. Install new kitchen cabinetry and countertops supplied by the Government. All cabinetry, and countertops to be installed following manufacturer instructions and recommendations. Countertop backsplash to be caulked along joint with wall. Vanity, medicine cabinet, and space saver cabinet to be securely fastened to walls, and shall be installed level. Install all hardware as provided. Install new toilet according to manufacturer ¿s instructions and connect to existing drain. Connect to newly installed water supply to toilet using braided hose. All work shall take place at the Moose Residential area inside of Grand Teton National Park. Price Range: Between $100,000 and $250,000. A Firm-Fixed Price contract is expected to result from this solicitation. Pre-bid Tour: No pre-bid tour will be conducted. Contractors are urged to inspect the site where the work will be performed. Interested parties shall take reasonable steps to ascertain the nature and location of the project area and the work to be completed, as well as the general and local site conditions which can affect the work and cost of performance. Failure to take the actions described in this paragraph will not relieve the Contractor from the responsibility of properly estimating the difficulty and cost to successfully perform the work, or from successful completion of the work without additional expense to the Government.
