Description
This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about Inspection of Medical Gas system at the Stratton VA Medical Center Albany, NY. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 811219 Other Electronic and Precision Equipment Repair and Maintenance. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Anthony Murray at Anthony.Murray2@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Stratton VA Medical Center Albany, New York Request for Services - Statement of Work (SOW) Annual Medical Gas/Semiannual Waste Anesthesia Gas Inspections Background: Stratton Veterans Administration Medical Center, located at 113 Holland Avenue, Albany NY 12208 is requesting all labor & materials, equipment and travel to provide services to perform once per year a complete system inspection/testing of all medical gases in the hospital, and twice per year Waste Anesthesia Gas (WAG) inspections. Piped Medical Gases include Oxygen, Medical Air, Nitrogen, Nitrous Oxide and Vacuum. Scope of Work: Contractor shall perform annual evaluation of the piped OXYGEN, NITROUS OXIDE, MEDICAL AIR, DENTAL AIR, MEDICAL VACUUM, DENTAL VACUUM, and NITROGEN systems, in accordance with JCAHO (Joint Commission on Accreditation of Healthcare Organizations) standards, CGA (Compressed Gas Association) standards, NFPA 99 (National Fire Protection Association) standards, ASSE (American Society of Sanitary Engineering 6000, 2006), and USP/NF (United States Pharmacopeia Convention) requirements and recommendations. Work is to be performed during normal working hours, 9-5pm. Evaluation will be scheduled around clinical operations. Contractor shall perform Semiannually (2 per year) Waste Anesthesia Gas Testing of 5 anesthesia units in the OR suite. This work is to include all applicable tests to identify leaks in the anesthesia machines. This Work will be completed after 6pm. Equipment: Med gas system includes: 60 alarms, 120 zone valves, 880 terminals, 1 Oxygen bulk storage site (on premises) and all applicable manifolds. Contractor shall provide written report within 30 days after onsite work. The report shall include all findings; note what equipment was checked and how, the location of the equipment, and reference applicable code sections. The report shall also provide a concise listing of discrepancies for inlet/outlets, alarm panels, source equipment, and zone valves. This concise listing shall provide: location (building and floor), room number, discrepancy, NFPA code that discrepancy applies to, recommended resolution for discrepancy, and any additional notes. Work shall be performed by Licensed/Certified Medical Gas Equipment test technician and testing company. Period of Performance This contract will consist of 1 base year and (4) option years, with periods of performance; Estimated Base Period; 1 April 18-31 March 18 Place of performance All services will performed at Stratton VAMC Campus, Albany NY. Inspection An inspection shall be conducted by the VA COR/POC upon completion of service visits. The COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. No invoices will be processed for payment prior to the completion of POC inspection.
