- Description
- The Naval Sea Systems Command (NAVSEA) intends to implement an Engineering Change Proposal (ECP) for the Energy Storage Module (ESM) for the design, build, and test of two first article unit enclosures on contract number N00024-13-C-4229 for the DDG 51 Flight I and Flight II ESM Production Hardware Development with DRS Systems, Inc., 100 N Babcock St, Melbourne, FL 32935-6715. The scope will include the design activities to update the battery design to meet Navy standards for installation onto a ship, which addresses critical safety issues identified during the design process under the base contract; to decrease the charge time for the batteries; to update design documentation from component level prototype work completed under engineering services in this contract; to update applicable design analysis, and to complete required data deliverables. Build of the two first article unit enclosures is expected to also include re-designed batteries and battery compartment. The period of performance is expected to be through 30 January 2020. The Navy has determined that the use of other than full and open competition is appropriate to award this modification to implement the Engineering Change Proposal (ECP) for the Energy Storage Module (ESM). This notice of intent is not a request for competitive proposals. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
