Description

This document serves as notification of an upcoming solicitation for a construction project IAW FAR 36.3 Project #913-18-203; Reseal PCC Pavement Joints/Concrete Repair. The contractor shall furnish all labor, material, equipment, and supervision necessary to repair and reseal Portland Cement Concrete (PCC) pavement and sidewalk joints; and remove and replace PCC sidewalks at Dallas-Fort Worth National Cemetery in accordance with drawings, specifications, and per applicable standards and requirements. The work includes, but is not limited to general construction, alterations, mechanical and electrical work, utility systems, necessary demolition and removal of concrete sidewalks, and certain other items necessary completion. All work shall be performed in strict accordance with the terms, conditions, specifications and drawings of the solicitation (when available) and all applicable standards and requirements. The period of performance shall be 120 calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: Dallas/Fort Worth National Cemetery 2000 Mountain Creek Parkway Dallas, TX 75211 The North American Industry Classification Code (NAICS) used for this requirement is 237310, Highway, Street, and Bridge Construction; the size standard is $36.5M. Project Magnitude: Between $100,000 and $250,000. A site investigation will be scheduled prior to the closing of the solicitation. Details for the site investigation will be posted in the solicitation. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about January 29, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals/Quotes are due at 4:00 P.M. ET on February 28, 2018. This is not an Invitation for Bid (IFB). There will not be a public bid opening.
