Region: 4 Date: January 12, 2018 Small Business Networking Session PROJECT: U.S. Courthouse Annex, Savannah GA 31401 BUILDING TYPE: United States Courthouse CLIENT AGENCY: United States Courts, United States Marshals Service, United States Probation Office and GSA’s Public Buildings Service SIZE: 46,000 gross square feet PARKING SPACES: 25 inside parking spaces BUDGET: $18, 00,000 – $23,000,000 Contract No.: 47PE0317C0007 Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Public Buildings Service (PBS) seeks to commission our nation’s most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, functionality, constructability, durability, and reliability; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA announced an opportunity for Design and Construction Excellence in public architecture for performance of Architectural-Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet Federal energy goals, security requirements, and achieve at least a LEED Gold certification. GSA awarded a contract on September 28, 2017 to Hoar Construction LLC, of Birmingham, AL for a the Design-Build (DB) contract, new Tomochichi Courthouse Annex, Savannah, GA. This acquisition encompasses the design and construction of the offices and related space as required for one Bankruptcy courtroom and chambers, Bankruptcy Clerk, and space for the U.S. Probation Office. The facility includes parking for 25 vehicles. The newly constructed Courthouse Annex shall be located on GSA owned property, on a site between ; Barnard Street, West Your Street, Whitaker Street, and West State Street in the city of Savannah Georgia. The total space requirement consists of approximately 35,000 Square feet of office space and 11,000 square feet of parking for 25 cars with a total of 46,000 gross square feet, available for use by the agency for personnel, furnishings and equipment. The building will be designed and constructed in English units. The estimated total design/build cost was awarded at $22,819,862 with occupancy planned for the year 2020. The scope of Design Build Services includes, but not limited to, the following: design/construction documents and construction work, which consists of providing all labor, equipment, and materials for a complete build-out. The GSA contract award was a firm-fixed price design-build contract pursuant to the Federal Acquisition Regulation (FAR) two-phase design-build selection procedures (FAR Subpart 36.3). For this contract award process, GSA issued two Solicitations in sequence: Phase 1 and Phase 2, respectively. This procurement was open to both large and small business firms. Being that Hoar Construction, LLC is not a small business concern; the firm was required to present an acceptable small business subcontracting plan in accordance with FAR 19.7, as part of its proposal. Therefore in conjunction with the GSA Office of Small Business Utilization and Hoar Construction LLC, a Small Business Networking Session is planned to encourage small business concerns participation within this project. The “notice” is being issued electronically on or about January 12, 2018, by Region 4, Southeast Sunbelt Region: (http://www.fedbizopps.gov). The GSA will host the conference for interested Offerors: Prospective attendees are encouraged to register their company with the GSA Contacting Officer listed below via email by for all individuals to attend. Due to space availability, the GSA asks that no more than two (2) persons per firm be represented. Call in reservations will not be accepted. This session is intended to review the scope of the project, review the project site and conduct a GSA Small Business Networking forum among attendees.
