- SOURCES SOUGHT NOTIFICATION This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The US Army Medical Command, Regional Health Contracting Office-Central, Fort Carson Health Contracting Cell is issuing this sources sought synopsis as a means of conducting market research to identify parties that have an interest in and the resources to provide Medical Transcription services for William Beaumont Army Medical Center, El Paso, TX. The contractor shall furnish all personnel, training, supervision, supplies, equipment, and other essential accessories (except as herein as government furnished) to provide medical transcription services. Contractor shall provide services through remote access to dictation equipment. The period of performance is base period: 1 April 2018 - 30 September 2018 plus four option periods. It is anticipated that the proposed services will result in a Firm-Fixed Price contract. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561410, Document Preparation Services, Size Standard: $15 million. All interested businesses must be registered in the Central Contractor's Registration (CCR) through the System for Award Management (SAM) at www.sam.gov to be eligible for award of Government contracts. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES, PROCURED THROUGH FULL AND OPEN COMPETITION OR SOLE SOURCE. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Frequently Asked Questions Question #1: Whether companies from Outside USA can apply for this? (like, from India or Canada) Answer #1: All vendors must be registered in System Award Management (SAM) (https://www.sam.gov/portal) and ensure full compliance with the Representation and Certifications contained in the SAM registration. Vendor must ensure compliance with the following: FAR Clause 52.225-13 Restrictions on Certain Foreign Purchases DFARS 252.225-7048 Export-Controlled Items DFARS Clause 252.225-7036 Buy American--Free Trade Agreement--Balance of Payments Program--Basic (AUG 2016) While eligible products from WTO GPA and FTA countries are entitled to the nondiscriminatory treatment specified in FAR 25.402(a)(1), this subpart does not apply to acquisitions set aside for small businesses in accordance with FAR 25.401(a)(1). Question #2: Whether we need to come over there for meetings? Answer #2: No meetings are required at this time. Question #3: Can we perform the tasks (related to RFP) outside USA? Answer #3: This is a Sources Sought. This is not a solicitation for proposals. Per the Performance Work Statement attached to the Sources Sought, Section 3. SPECIFIC TASKS OR ASSIGNMENTS. a. No Offshore Transcription. The contract services shall be performed within the United States of America. Question #4: Can we submit the proposals via email? Answer #4: This is a Sources Sought. This is not a solicitation for proposals. Any requests for a solicitation in response to this notice will not be honored. Submission Instructions: Interested Offeror shall respond to this Sources Sought Notice no later than 19 January 2018 at 1 P.M.
