M109A7 Howitzer Crew Trainer (HCT) Request for Information STRI-BOP Notice The Army Contracting Command - Orlando, on behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager Training Devices (PM TRADE), Product Manager for Ground Combat Tactical Trainers (PM GCTT), is interested in industry information regarding existing commercially available virtual training devices, to include availability of current technologies and solutions suitable for training howitzer crews (Military Occupational Specialty: 13B, cannon crewmember) on the operation of the M109A7 howitzer. This includes execution of fire missions related to the M109A7 155mm self-propelled howitzer (SPH) and the various projectiles and fuses used by howitzer crews. For planning purposes, it is expected that the requirement will initially be for five howitzer crew trainer (HCT) systems for institutional training of crews at Ft Sill, OK, and then another eleven fielded to select Active Duty and National Guard sites for a total of 16 HCT's. This does not preclude the Government from increasing or decreasing the total number of HCT systems. This is a REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. This RFI is released pursuant to FAR 15.201(e). It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation or solicitations are released, it will be synopsized on Federal Business Opportunities (WWW.FBO.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The HCT shall provide the following capabilities: The M109A7 artillery system is operated by a crew of four (a Chief of Station, driver, gunner and cannoneer). The HCT shall train the crew in basic operational tasks associated with preparing projectiles, loading and then executing fire missions. The HCT shall replicate the equipment performance, space constraints and operation of the tactical system. This includes replicating the interior of the M109A7 SPH, to include the rammer and breech, projectiles, fuses and powder charges. For safety considerations, the HCT shall not duplicate the 600 volt onboard electrical system. However, the HCT shall replicate high voltage safety shut off buttons and precautionary markings to prevent negative training within the HCT. •2. The HCT shall include a driver's station to provide crew coordination and driver related tasks in support of fire missions. The virtual environment of the HCT shall replicate the subsystems necessary to conduct indirect and direct fire missions to include setting and placing fuses, selecting correct projectiles, to include standard and precision guided munitions (PGM's). Virtually execute and score Fire Tables 1-8 using the TC 3.09.8 for the M109A7 HCT. Simulate the form, fit, and function of the M109A7 to the maximum extent practicable. M109A7 HCT shall simulate the physical and functional characteristics with sufficient fidelity to adequately and realistically train the students. All hardware found in the actual M109A7 shall be spatially represented inside the system and be in the same location. Capability for immediate feedback to students for incorrect operating procedures. Import/export, store, compile, and print individual and crew record/scores. Provide a visual and aural system that creates a realistic environment to train the operator. •11. The HCT shall report simulator usage (broken down by task and personnel trained), type and number of rounds fired. •12. The system shall be Risk Management Framework (RMF) certified and accredited according to the DoDI 8500.01, DoDI 8510.01, CNSSI 1253, and NIST SP 800-53, DoDI 8582.01, and AR 25-2. •13. HCT shall provide the potential for system and subsystem component upgradeability and growth potential relative to P3I to support the following areas of modification. •· New projectiles, fuses and propellants •· New scoring/AAR metrics •· Integration of future, new functionality/capability or appended equipment, such as an upgrade from 39 caliber to 52 caliber •14. Describe past or similar experience with Self Propelled Howitzer simulators and Field Artillery training. •15. Please provide a brief description of your company's profile including applicable NAICS, business size, engineering and manufacturing capability. If interested and able to meet the requirements indicated in this effort, please provide a detailed document that describes how the requirements shall be met. A Rough Order of Magnitude (ROM) is also required to show pricing. The ROM should clearly show simulator prices and non-recurring engineering costs. For requirements that cannot be met, a ROM should be provided to develop that specific capability or be clearly marked as "cannot meet". In the ROM, include the following HCT quantity price breaks: 1-5, 6-10, 11-16 for HCT delivery. Also provide a tentative delivery schedule for each of the quantity ranges listed. It is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only. When providing the ROM, consider the following: •· System description •· Diagram or pictures •· Physical dimensions, approximate weight •· Power data, thermal load •· Packaging and transportability requirements DRAFT STATEMENT OF WORK WILL BE POSTED NLT JANUARY 19, 2018. Please provide your response packet to the Government no later than 4:00 pm 5 Feb 2018. Electronic media compatible with MS Office 2013 or hard copy transmittal is acceptable. Be advised the submission of said information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any products or for the Government to pay for the information received.
