- A-E Services to Prepare a Project Definition Report (PDR) and a 35% Design, to include a Design Charrette, Surveys, 3086/Current Working Estimate, and V-E Study MILCON Project, Information Systems Facility Joint Base Lewis-McChord, Washington a. This is a Sources Sought announcement only, No proposals are being requested or accepted with this synopsis. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. b. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of interested U.S. Architecture-Engineering (A-E) firms who have the demonstrated capabilities in meeting the project description listed below, and to address any questions, recommendations, or concerns from Industry. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. c. General Project Description: The U.S. Army Corps of Engineers (USACE), Seattle District (NWS) intends to procure A-E services to support the design and construction of an Information System Facility (ISF) located at Joint Base Lewis-McChord (JBLM) to improve information technology and information management support for the Network Enterprise Center (NEC). The ISF will provide adequate information systems support necessary to meet required mission essential operational interaction affecting 24-hour information technology and information management (IT/IM) between Joint Base Command, tenants, and Other Government Agency (OGA) partners in proximity to this facility. Building upon preliminary project scoping and PDR efforts, the A-E services may include, but are not limited to: Task 1 - Project Management. Task 2 - PDR Design Charrette preparation and coordination. Task 3 - PDR Design Charrette execution and documentation. Task 4 - Project Definition Report (PDR) development. Task 5 - Field Survey Investigations and Analysis (Including Topographic, Utility Location, Geotechnical, Agricultural Soils, Smelter Plume Soils, and Hazardous Materials Survey). Task 6 - 3086 Current Working Estimate (CWE) preparation. Task 7 - Independent Value-Engineering (V-E) Study based on the PDR. Task 8 - 35% Design development including plans, specifications, and design analysis. Task 9 - 35% Current Working Estimate (CWE). Task 10 - Quality Control. Task 11 - Independent Technical Review (ITR) comment evaluation and incorporation. d. The proposed work to be performed is under the North American Industry Classification System (NAICS) code 541330, Engineering Services, and the associated small business size standard is $15,000,000 in average annual receipts. e. It is anticipated that the primary facility will be appx. 51,550 S.F. SUBMISSION REQUIREMENTS: Response Information: Interested firms should submit a capabilities package limited to five (5) pages and include the following: 1) Firm's name, address (mailing and URL), point of contact, phone number, email address, business category, business size, and business type. 2) Business classification; i.e. Large Business, Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), Small Business, 8(a) Program, or Other. 3) Up to three (3) examples of similar/relevant past projects. 4) Cage code and DUNS number of your firm. 5) Firm's Joint Venture Information (if applicable).
