Description
The U.S. Army Corps of Engineers Rock Island District is seeking System for Award Management (SAM) Database registered businesses that can provide temporary perimeter flood barriers in the event of a flood emergency. These products fall under the following or similar North American Industry Classification Standard (NAICS) Codes: NAICS Code: 238910 Site Preparation Contractors 314910 Textile Bag and Canvas Mills 326113 Unlaminated Plastics Film and Sheet (except Packaging) Manufacturing 326199 All Other Plastics Product Manufacturing 332618 Other Fabricated Wire Product Manufacturing 339999 All Other Miscellaneous Manufacturing This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential sources that have the ability to provide temporary perimeter flood barriers that meet the following requirements: 1. Product designed specifically to facilitate flood risk reduction measures and is meant to be rapidly installed just prior to a flood event, and disassembled after flood waters recede. 2. Product installation can be performed manually and/or with mechanized equipment. 3. May be reusable or disposable. 4. May be for rental or purchase. 5. Vendor technical advisor(s) may be available to train on proper setup, utilization, and teardown/repackaging before, during or after the event. Product Description : Temporary Flood Perimeter Barriers PRODUCTS NEEDED: Temporary Perimeter Flood Barrier EXAMPLES: Lined Gabion Basket, Temporary Structural Grid Barrier, Inflated Flood Barrier, Portable Dam POINT OF CONTACT: Responses are to be sent via email to Liz Dennison, at Elizabeth.A.Dennison@usace.army.mil no later than 2:00 pm Central Time, Friday, January 26, 2018. SUBMISSION DETAILS: All interested, responsive and responsible System for Award Management (SAM) Database registered businesses are encouraged to participate in this market research by emailing the required information below to the point of contact listed above. Interested businesses must be registered in the System for Award Management (SAM) Database at www.sam.gov. Email submissions are required. Please include the following information in your response: 1. Company name, address, and cage code. 2. Indicate if the product is a domestic or foreign end product. If a foreign end product, specify the type of end product as found in FAR 25.003 - Definitions (https://acquisition.gov/far/current/html/Subpart%2025_1.html#wp1118780). 3. Please reference any testing performed on or certification given to the product. Please state if this product has met ANSI Standard 2510 (Flood Abatement Equipment). 4. Description or literature; such as a specification sheet, that contains the single row height of protection, height, width, and length of product, and standard shipping dimensions. 5. List of materials, tools and equipment used during deployment of barrier. Provide the deployment time (man-hours/total personnel) according to manufacturer's specifications. INDUSTRY DAY: The Rock Island District, National Flood Fight Materiel Center is planning for an Industry Day to be conducted in April 2018, specifically for flood fight product exhibits and demonstrations.
