Description
This is a United States Special Operations Command (USSOCOM) Request for Information (RFI) concerning hybrid, fuel cell and electric powertrains, for a four (4) passenger Light Tactical All-Terrain Vehicle (LTATV), with a Vehicle Curb Weight (VCW) less than 3,200 lbs. The purpose of this RFI is to determine the types, capability, suitability, and maturity of hybrid, fuel cell and electric powertrains available in the LTATV market place. The outcome of this RFI is to provide USSOCOM requirements to ensure future performance specifications are within Industry's capabilities. Respondents should speak to all parts of this RFI. Respondents shall provide feedback regarding the feasibility of meeting the requirements outlined below with an existing mature vehicle, any driving costs or schedule factors, and/or any additional information that would clarify current Industry capabilities. Responders are encouraged NOT to provide business sensitive information as any information received may be used by the Government. The Government is primarily focused on understanding the marketplace for commercial and non-developmental items and/or commercial items easily modified. A vehicle rodeo event will be held at Nevada Automotive Test Center (NATC), tentatively scheduled for April 9th-20th 2018. This event will be invitation only. Invited vendors who have a hybrid, fuel cell or electric, powertrain vehicle that meets the constraints listed below may be asked to allow an on-vehicle assessment by USSOCOM operators, program managers, and engineers. Of note, no vendor(s) will be allowed to observe another vendor's demonstration. Request Respondents indicate their interest and availability to participate in the Advanced Powertrain LTATV Rodeo. Dates are subject to change. Request Respondents identify the extent to which their current capabilities provide the following attributes for hybrid, fuel cell and electric, powertrains for a four (4) passenger Light Tactical All-Terrain Vehicle (LTATV) with a Vehicle Curb Weight (VCW) less than 3,200 lbs.: a. Silent/Quiet Mobility - Specify the decibel levels, at what range(s), and test setup. b. Silent Watch - If applicable; (1) Identify assumed power load and time to discharge battery. (2) Time to recharge battery. c. On-board Power Generation - Specify the electrical power output, as well as factors which may impact expected output. d. Water Generation - Yes/No. If yes, gallons per hour. e. Acceleration - 0 - 30 mph. f. Range - Distance in miles in Silent/Quiet mode and overall distance without refueling or recharging, at what speeds in what terrain. g. Payload - Specify available payload in lbs. h. Electrical System - 12VDC, 24VDC, or other System. i. Fuels - Specify the fuels used to power the vehicle. j. Powertrain Configuration - Indentify method for transferring mechanical power to each wheel from the primary power source(s). k. Top Speed - Specify the top speed in mph. RFI responses should be submitted no later than 19 January 2018. Responses received after this date may still be submitted, but may not be reviewed. RFI responses shall be submitted to Ms. Michelle Cames at michelle.cames@socom.mil, Mr. Michael White at michael.white@socom.mil, Logan Kittinger at logan.kittinger@socom.mil, and Mr. David Morris at david.morris@socom.mil. Respondents are cautioned that Government support contractors may provide support and/or review any submittals in response to this RFI. Submissions in response to this RFI constitute approval to release submitted information to Government support contractors. All support contractors will comply with procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements. Responses from all industry sources are welcomed and encouraged. This market research is for informational purposes only. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This notice shall not be construed as a RFP or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information or participation in the vehicle rodeo event, if selected. No other program information related to this request is available.
