Description
The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to CQ-Roll Call, Inc. for access to their CQ.com database. The vendor will provide 12 months of online access to its Congressional documents database. The digital documents in the vendor's database include: full text of government documents, legislative summaries, committee coverage, vote analysis, congressional schedules, and CQ news and analysis. No competition is being sought. CQ's tracking tools are more numerous and diverse than other sources on the market. CQ's analysis appears alongside the actual legislative document text which means users do not have to attempt to follow legislation in multiple products-a feature not available in other known sources. CQ is a nationally recognized service provider used by Congress and other professionals worldwide to track U.S. legislation. It provides news articles and specialized reports, which other services do not. Without this capability in a single resource, HECSA Library would have to subscribe to multiple news and data providers to give users the same level of content. The period of performance is 12 months after the date of the award. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to ProQuest LLC.
