Description

The Department of Veterans Affairs, National Cemetery Administration, intends to issue an Invitation for Bid (IFB) under solicitation number 36C78618B0091. Contractor shall provide all labor, tools, materials, equipment, and supervision necessary to perform all work detailed in the statement of work, specifications and drawings at the Long Island National Cemetery. Demolish the 19 existing water spigots including any foundation, bollards, and all piping back to the existing water main in the ground. In each location noted as "Water Spigot", install a new water pipe, spigot, and bollard including foundation per drawing details including all associated components and concrete slab. In total there are 19 new water spigots to be installed as part of this project. Note that the drawing details for the concrete slab relate to a complete system of trash receptacle, flower vase receptacle, and water spigot. Demolish the 23 existing trash cans including any foundation, bollards. In each location noted on the drawing for "Trash Can", install a new trash receptacle and a new flower vase receptacle per drawing details, including new concrete slab. In total there are 23 new trash receptacles and 23 new flower vase receptacles to be installed as part of this project. Location: Long Island National Cemetery 2040 Wellwood Avenue Farmingdale, NY 11735-1211 Project Magnitude: Between $100,000.00 and $250,000.00 Period of Performance: 180 calendar days from issuance of the notice-to-proceed (NTP) NAICS Code: 238910 Site Preparation Contractors, Small Business Size Standard is $15 Million. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit a bid or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions regarding this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about January 9, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov.
