Description
The United States Marshals Service (USMS), is conducting a Sources Sought synopsis for information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. The purpose of this request for information is to gain knowledge of potential qualified sources. Responses to this sources sought synopsis and will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in FedBizOpps. All interested offerors will be required to respond to the solicitation announcement in addition to responding to this sources sought synopsis. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. The anticipated scope of services to be provided and their respective functional areas are detailed below: In accordance with 18 USC 4013(2) (A) the United States Marshals Service is restricted to having a facility within the geographic location of the District in need. "(2) In order to be eligible for a contract for the housing, care, and security of persons held in custody of the United States Marshals pursuant to Federal law and funding under subsection (a)(3), the private entity shall- (A) be located in a district that has been designated as needing additional Federal detention facilities pursuant to paragraph (1);" The USMS has determined that the District of Northern Ohio has a need for private detention services for the housing, care and security of 940 persons held in the custody of the USMS. The District of Northern Ohio spans forty (40) counties in the State of Ohio: Allen, Ashland, Ashtabula, Auglaize, Carroll, Columbiana, Crawford, Cuyahoga, Defiance, Erie, Fulton, Geauga, Hancock, Hardin, Henry, Holmes, Huron, Lake, Lorain, Lucas, Mahoning, Marion, Medina, Mercer, Ottawa, Paulding, Portage, Putnam, Richland, Sandusky, Seneca, Stark, Summit, Trumbull, Tuscarawas, Van Wert, Williams, Woods, Wayne, and Wyandot. The USMS is seeking information on an existing secured detention facility located within the counties identified above with a capacity to support the housing, care and security of up to 940 prisoners in the custody of the USMS. The government will consider multiple awards, with a minimum size of 470 beds. All beds provided must be in accordance with American Correctional Association (ACA) Adult Local Detention Facilities (ALDF) Standards. Strict compliance with ACA Standard with 4-ALDF-1A-10, Multiple-Occupancy Rooms/Cells will be a requirement in any potential solicitation for these services. The USMS currently contracts for 600 beds, which are provided by CoreCivic (the incumbent) in an existing detention facility located at 2240 Hubbard Road, Youngstown, OH 44505 under a contract set to expire in December 2018. Construction of a new facility is not a consideration or authorized for this possible procurement action. Interested parties having the required physical plant to meet the above requirement should submit a capability statement to include the location of the facility and the following: Name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact name, address, and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. All responses shall be submitted to Contracting Officer Carrie Cross no later than January 24, 2018.
