Strategic Sourcing Support for Department of Veterans Affairs Page 2 of 11 Department of Veterans Affairs (VA) Strategic Sourcing Support Request for Information (RFI) Introduction This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified vendors, who are able to meet Department of Veterans Affairs (VA) requirements for Strategic Sourcing Support. Any contract/order that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply, industry best practices, and input specific to the information provided. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions will become Government property and will not be returned. Interested vendors are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. BACKGROUND The Department of Veterans Affairs (VA) Office of Information Technology (OI&T) was established through Congressional direction in 2005 as the centralized Information Technology (IT) policy and mission execution organization and is uniquely chartered in Government to lead all facets of acquiring VA IT needs to include policy, requirements, systems development and delivery, operations and maintenance, and resource and asset management (people, systems, facilities, and funding). OI&T is composed of eight (8) major organizational elements/ pillars: (1) Account Management Office (AMO), (2) Enterprise Program Management Office (EPMO), (3) IT Operations and Services (ITOPS), (4) IT Resources Management (ITRM), (5) Office of Information Security (OIS), (6) Quality, Privacy, and Risk (QPR), (7) Strategic Sourcing (SS) and (8) DOD and VA Interagency Program Office (DOD/VA IPO). The management of each pillar reports up to the OI&T senior leadership. The following list identifies the main functional areas performed by the eight pillars within OI&T: OI&T Organizational Design OI&T Development processes/practices, including Lifecycle Processes for high profile and large IT programs/projects OI&T Operational/Sustainment Processes/Security OI&T alignment with IT and business priorities OI&T Product Delivery/Testing Environment OI&T Customer Experience Model OI&T Stakeholder Engagement Model OI&T Transformation Planning/Performance and accountability processes/practices OI&T Transformation Initiatives, Governance, and Extended Compliance Assessment In 2005, Congress also created VA s IT Appropriation through consolidation of all IT resources previously distributed throughout its Administrations: Veterans Health Administration (VHA) Veterans Benefits Administrations (VBA) National Cemetery Administration (NCA) VA Central Office (VACO) OI&T provides IT support across VA to ensure that the mission, vision, and strategic objectives of VA s Agency Priority Goals (APG) are met. VA has a complex and critical mission that serves a population of over 22 million Veterans. VA administers approximately $47 billion in Veterans benefits payments by managing one of the world s largest hospital networks (150 medical centers, 821 Community-Based Outpatient Clinics, 131 National Cemeteries, and 57 Veterans Benefits Administration Regional Offices) that provide care for 8.7 million Veterans annually. VA s Office of the Assistant Secretary for Information and Technology, Chief Information Officer (CIO) is critical to fulfilling this mission. The Secretary of VA depends on OI&T and the many Information Management/Information Technology (IM/IT) systems to meet mission goals. PURPOSE The purpose of this acquisition is to assist (VA) Office of Information Technology (OI&T) and the VA Chief Information Officer (CIO) with Strategic Sourcing Services. OI&T needs professional and technical services, subject matter expertise, and operational/strategic advice as OI&T stands up, designs and structures the organization to achieve Veteran-centric results as directed by the Secretary of Veterans Affairs. OT&T and its executive staff seeks assistance developing, evaluating, recommending and implementing strategies for, but not limited to, transparency, cost-effective telecommunication/networking, software consolidation, enterprise programs, and portfolio management solutions rooted in the most current industry best practices and standards. The acquisition shall provide professional and technical support services and strategic advice on the governance and management processes and practices including, but not limited to, how OI&T delivers products and services as well as the sustainment/security of those products and services. The requirement shall also provide support to executive leadership to develop a Technology Strategy Implementation Plan and Roadmap that aligns OI&T s Enterprise Strategic Plan, OI&T s priorities, the VA Secretary s Priorities, FITARA, and OMB regulations. PERIOD OF PERFORMANCE The period of performance for this effort is a Base plus four option periods. Each period of performance is twelve months. APPLICABLE DOCUMENTS AND GUIDANCE This section will address all documents and guidance that are pertinent to this Statement of Work (SOW). Section H, Special Contract Requirements, will consist of contract clauses pertinent to the performance of these requirements such as IT, HIPAA, and Section 508 clauses. SCOPE The scope of this requirement is to acquire contractor services to assist the (VA) Office of Information Technology (OI&T) with Strategic Sourcing Services and IT Strategy Augmentation and Implementation Services to include: Project Administration Strategic Sourcing Support Category Management Analysis of FITARA Shared Service Support OI&T Governance and Management Methodologies (ITRM) Portfolio Investment Management Services (ITRM) Strategic Support Services (PDAS/CoS) Choose VA Support Performance Management Support TASK REQUIREMENTS PROJECT ADMINISTRATION The scope of this task areas is to obtain project management services necessary to ensure that all requirements within the PWS stay on track and milestones and performance measures are met. The Contractor shall plan, organize, control, and staff the technical, administrative, financial, contractual, and personnel actions as required to perform the task order. Schedule Management Draft program schedules and Gantt charts and perform critical path analyses. Develop and maintain an Integrated Master Plan (IMP) and Integrated Master Schedule (IMS). Provide support in milestone planning, tracking, scheduling, briefing preparation, staff coordination, as well as decision documentation preparation and documentation. Risk Analysis and Management Develop a risk management framework and approach Develop and maintain a Risk Register Assess and analyze the risks to the OI&T organization, to include risks inherent only to the components of OI&T Assess the extent risks to the OI&T organization affect the ability to complete development and/or maintenance of OI&T activities Determine potential mitigations to identified risks and any associated trade-offs between these mitigations, or between the mitigations and current ongoing operations Develop an implementation plan for any mitigations deemed appropriate by OI&T management Deliverable(s): Risk Reports STRATEGIC SUPPORT SERVICES The Contractor shall provide strategic support services. Specific task requirements include, but are not limited to: Evaluate and recommend various implementation strategies by using the most current industry best practices and standards Provide operational and strategic assessments support to OI&T Organizations including recommendations Provide operational/strategic level management, program integration, and transformation planning for OI&T Provide strategy development as part of Operational/Strategic Management Provide work sessions and planning support as part of Operational/Strategic Management Provide transition support as part of Operational/Strategic Management Provide organizational change management (OCM) support as part of Operational/Strategic Management Perform analysis and assessments in support of OI&T senior executive leadership, and specifically, the CIO Provide results-driven recommendations sessions in support of OI&T senior executive leadership, and specifically, the CIO Coordinate with OI&T senior executive leadership to define requirements that align to OI&T s Enterprise Strategic Plan, OI&T s priorities A clear mapping of all OI&T As-Is Processes and recommended To-Be Processes; specifically, but not limited to a robust planning, programming, budgeting, and execution capability, that is transparent, focused on measurable cost-benefit analysis (business outcomes) and credible analyses of alternatives. Develop, propose and submit for approval to VA a structure for a Technology Strategy Implementation Plan and Roadmap that aligns OI&T s Enterprise Strategic Plan, OI&T s priorities and Secretary of VA priorities Assess and assist in the execution and oversight of acquisitions and alignment with the Enterprise Strategic Plan and priorities Conduct meetings in person or virtual, using video or phone conferencing, Live Meeting, Lync, the VA National Teleconferencing System (VANTS), or other conferencing capabilities within VA s and the Contractor s capabilities Attend and participate in required program meetings and conference calls to support requirements Deliverable(s) A. OI&T Strategy Report B. Technology Strategy Implementation Plan and Roadmap C. Senior executive-level briefings Strategic Sourcing and Vendor Utilization Assessment and Improvement Support The Contractor shall analyze the Government s strategic sourcing model for adopting and utilizing various government and commercial strategic sourcing vehicles and initiatives. Specific task requirements include, but are not limited to: Review and analyze OI&T approach to adopting and utilizing various government and commercial strategic sourcing vehicles and initiatives Conduct a rapid (~1 month) diagnostic of the current state of VA IT to assess current operations and determine opportunities for improvement. The diagnostic shall cover OI&T s spending, IT capabilities, and IT effectiveness, while analyzing performance relative to its peers and best performers. The diagnostic shall also include a baselining and cataloging of ongoing or funded OI&T initiatives, programs, Voice-of-the-customer surveys, and interviews to understand OI&T s needs and pain points from the end-user perspective Define near-term and long-term agenda based, in part, on the results of the diagnostic with set initiatives that are most important to VA and OI&T s customers, and prioritize them based on the expected impact and the time to impact. This agenda shall include a set of joint priorities with VHA, VBA, NCA, and VA Staff Offices that OI&T would share responsibility with other stakeholders Identify OI&T s largest investments and conduct independent, deep-dive assessments to get a full understanding of the status and outlook (or risk) for each investment Develop a strategic sourcing strategy and plan to maximize VA OI&T's buying power while supporting the industry in improving practices Identify, through a strategic and holistic view of requirements, the nature and type of partners OI&T utilizes. Identify potential partners to maximize purchase power Document findings, assessments, and recommendations in a Strategic Sourcing/Vendor Utilization Report to include: Best practices and a recommendation for a sourcing model which would optimize OI&T s usage of the commercial marketplace Identify cost discrepancies and areas of service that have not met the required level of quality; Determine through fact-finding and data analysis, OI&T s usage of procurement best practice methodologies for strategic sourcing opportunities in terms of how OI&T s contracts are structured Provide an assessment of the effectiveness of current Vendor Management Office (VMO) processes to ensure resources and processes are optimized to meet VA s mission goals and objectives Using an empirical approach, identify efficiencies of scope and scale, to reduce the burden of managing many suppliers and contracts to support similar work Develop recommendations and strategies to streamline and improve acquisitions and measure the impact of recommendations once implemented Deliverable(s): A. Strategic Sourcing Strategy and Plan CATEGORY MANAGEMENT The Contractor shall assist the government in standing up Category Management capability. The Contractor shall analyze and assess the current acquisition organization, define a category hierarchy and boundaries, and map them to available spend data. The Contractor shall develop and assist with the execution of category plans to prioritize customer and supplier capture opportunities as key accounts and establish processes for documenting and sharing results to build a better understanding of the category solutions landscape. Deliverable(s): Spend Plan Analysis by Category Reports Category Plans Performance Management System ANALYSIS OF FEDERAL INFORMATION TECHNOLOGY (IT) ACQUISITION REFORM ACT (FITARA) The Contractor shall guide the development efforts to establish open-source procurement options (e.g. software development, licenses, and distribution within the agency) and transition to mandated GSA BPAs. The Contractor shall support VA in ensuring compliance with FITARA, including, but not limited to, conducting assessments of VAs current compliance with FITARA, producing documentation of findings, assessments, and short and long-term recommendations, and implementation of necessary changes and/or enhancements. Deliverable(s): OSS Adoption IT Standards and Guidelines FDCO Implementation Costs Report Data Center Consolidation Strategies Comparative Value Analysis Report Contract and Device Usage Software Licensing Report SHARED SERVICE SUPPORT The Contractor shall produce, as tasked in the task order and at the direction of the task order manager, specific assessments and analysis that may include, but it not limited to: Mapping OI&T business processes impacted by movement to the shared service Redesigning business processes to accommodate share service requirements Conducting risk analysis and identification of appropriate performance and financial controls Additionally, the Contractor shall provide PMO support to assist leadership and the organization in transitioning to the shared service. Deliverable(s): Process Charts Risk Reports OI&T GOVERNANCE AND MANAGEMENT METHODOLOGIES (ITRM) The Contractor shall provide governance and management expertise and support for OI&T. The Contractor shall assist OI&T and OI&T executive staff in evaluating and recommending implementation strategies for, but not limited to, cost-effective telecommunications/ networking, enterprise program and/or portfolio management solutions by utilizing the most current industry best practices and standards. The Contractor shall analyze OI&T s portfolio of initiatives and provide recommendations supportive of strategic-level program integration and transformation planning. Specific task requirements include: Perform operational and strategic level reviews and assessments of governance and management methodologies for the following portfolios: Medical investment portfolio Benefits and Memorials investment portfolio Corporate investment portfolio Interagency investment portfolio Evaluate OI&T s portfolio of initiatives and provide prioritization recommendations to create a balanced portfolio of short-term (<18 month) and long-term (18-36 months) initiatives that align with VA s objectives; The Contractor s review shall include identification of redundant or low-value efforts and rationalization for the allocation of resources for higher priority initiatives Actively participate in strategy sessions (typically every other week), perform analysis and assessments, and provide results driven recommendations for review and consideration by OI&T senior executive leadership, and specifically, the CIO Contractor s recommendations shall support efforts relating to strategic-level program integration and transformation planning to OI&T senior leadership to enable VA s five region model and the VA s Secretary s ChooseVA initiative Review Program Management capabilities with the OI&T Organizations and make recommendations to the Enterprise Program Management Office for/on the following: Program Management Methodology Training Evaluation criteria Provide an OI&T Governance and Strategic Plan Report which documents their findings, assessments, and short and long-term recommendations, to include the following: Quick wins that improve the Veteran experience Recommendations for One Intake Process for all areas OI&T Recommendations for prioritization of IT request from VHA, VBA, NCA, and Staff offices Identify/recommend large mission-critical VA programs Identify/recommend near-term operating model improvements Detailed plan with recommended actions for implementation for with short-term and long-term recommendations Detailed plan for laying the foundation for long-term transformation Deliverable(s) Creating, measuring, reporting compliance with Service Level Agreements with OI&T customers An assessment of OI&T documented strategies An assessment to determine how OI&T s priorities align with the VA Strategic Plan and IT Roadmap (refer to Section 2.0). Specifically, but not limited to developing and maintaining a technology roadmap, suitable to serve as a foundation for the PPBE process An assessment to determine if OI&T has an integrated IT Strategy which provides a clear vision of OI&T s overall mission with realistic OI&T senior leadership expectations for achieving a successful outcome A clear mapping of all OI&T As-Is Processes and recommended To-Be Processes. PORTFOLIO INVESTMENT MANAGEMENT SERVICES The Contractor shall provide coordination support within OI&T and other VA offices and to develop and ensure continual updates occur to the portfolios. Conduct analysis of individually identified Continuous Prioritization Requirements (CPR) or new IT investments based on OI&T governance board (e.g. Portfolio Investment Management, or PIM, board) requests/approvals Conduct analysis/assessment of CPR submissions within each portfolio as to alignment with strategic goals of OI&T, identification of potential weakness/gaps represented with each portfolio based on planned/identified investments CHOOSE VA SUPPORT The Contractor shall review and identify the layout of VA s foundation of technology-enabled healthcare delivery. Specific task requirements include: Assess the opportunity to build on the success by recommending improvements to Telehealth delivery capabilities, remote care delivery over mobile platforms and Personal Computers (PC), and by expanding the Telehealth services to cover more use cases to include evaluating deployment of mobility apps and functionality designed in partnership with VHA and VBA Assess VA s various mobile applications platforms and look across the commercial marketplace for open source development to determine a best methodology approach for VA, departmentwide, in developing mobile applications Provide an assessment and recommendation by identifying ways to simplify and enhance the Veterans experience (e.g., self-scheduling) through mobile applications Develop a Telehealth Capabilities Report which documents their findings, assessments, and recommendations, to include: How to develop and implement a data repository (i.e., formatting for data analysis) of Veteran demographic and contact information, which is a priority for both VHA and VBA as it would improve operations and Veteran experience how to implement a single source for all Veteran data and information, which could then be accessed through multiple channels by Veterans as a first step towards setting up Veterans.gov a program to provide a single unified digital experience for Veterans; (e.g., to manage their benefits, to apply for doctor s appointments), and to determine their eligibility for programs An identification and recommendation of a set of signature projects that have high impact Return-on-Investment (ROI) to the Veterans to include recommendations for developing the signature projects (i.e., mobility apps) which will help OI&T senior leadership in communicating this joint IT agenda and serve as a starting point for delivering these quick wins. Deliverable(s): TBD PERFORMANCE MANAGEMENT SUPPORT The Contractor shall provide performance and accountability support to OI&T. Specific task requirements include: Collaborate with the VA OI&T office to: Maintain and ensure policy and standards compliance through IT transformation from ITARS to BTT ARM Increase the effectiveness and efficiency of IT capabilities' service to the Veterans Discover, measure and report to Service Level Agreements that are valuable to OI&T customers Strengthen Software Assurance capabilities Develop a performance management system to capture data on key measures to assess if desired outcomes are achieved, promoting continuous improvement strategies Review the delivery of IT programs critical performance metrics and measurements Identify whether data to track these metrics and measurements follow OI&T policy and/or guidance in tracking the progress of initiatives Develop recommendations on ways to install management structures to support proven results based on factual/historical data to improve decision-making, resolve issues and mitigate risk for the initiative.
