- The F-35 Lightning II Joint Program Office intends to issue an order under Basic Agreement N00019-16-G-0002 on a sole source basis to United Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT to implement solutions previously identified for customs management of F135 propulsion parts. Pratt and Whitney has been designated as the Importer and Exporter of Record for all propulsion parts. Contract award is anticipated for the first quarter of calendar year 2018. This order supports the F-35 International Partners. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is neither a request for proposal nor a solicitation of offers.
