- Draft PWS Air Combat Command Acquisition Management Integration Center (ACC/AMIC), Langley AFB, VA, is in the process of performing market research on capable sources who can provide non-personal services for our Human Resources/Multiple Personnel Functions (MPF). The acquisition will provide MPF service and support through the administration of personnel programs to Commanders, Air Force members, family members, retirees, and administer Air Force Personnel Programs in both peacetime and wartime. Performance will take place at the following locations: Davis-Monthan AFB, AZ; Holloman AFB, NM; Langley AFB, VA; Moody AFB, GA; Mt. Home AFB, ID; Nellis AFB, NV; Seymour Johnson AFB, NC; and Shaw AFB, SC. The period of performance will cover a one-year base period with four one-year options. The Government intends to award a firm fixed price type contract. The phase-in period is expected to be 1-month beginning on 1 September 2018, with a performance start date of 1 October 2018. A draft Performance Work Statement (PWS) is posted in conjunction with this sources sought notice to provide the size, scope, and complexity of the requirement to interested parties. The applicable North American Industry Classification System (NAICS) code for this is acquisition is 561110 (Office Administrative Services). The predecessor contract for the MPF services was awarded as a competitive 8(a) small business set aside. This is not a formal Request for Proposal (RFP), and no contract will result from this notice. A draft RFP is likely to be issued in the first quarter of CY18 in order to obtain industry comments on this acquisition. All documents associated with this projected requirement will be made available only on the Electronic Posting System, FedBizOpps website at http://www.fbo.gov. The Government plans to use the Internet and email as the primary means of disseminating and exchanging information. The Government requests the following information from interested sources/potential offerors: (1) Company name. DUNS number & CAGE Code, point of contact, mailing address, phone number, fax number and e-mail address (2) Business classification (e.g., small business, small disadvantaged business. etc.) (3) Type of corporate experience, to include number of years the company has provided services similar to the type of work described in the draft posted MPF PWS. (4) Of this experience, what has been the magnitude of the contracts? Please include the contract number, type of contract, dollar value, if the contract was a set-aside, number of service locations, etc. This information will be used only for market research purposes and will not be used as a part of proposal evaluation later.
