FY17/FY19 LCAC SLEP QUESTION FORM FY17/FY19 LCAC SLEP Draft SOW THIS SPECIAL NOTICE IS A REQUEST FOR INFORMATION (RFI) USING MARKET RESEARCH AND WILL BE USED FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. BACKGROUND: The Naval Sea System Command (NAVSEA) is issuing this Special Notice on behalf of the Amphibious Warfare Program Office (PMS377) to support the development of a potential future RFP for the FY17/19 Landing Craft, Air Cushion (LCAC) Service Life Extension Program (SLEP) availabilities. The Government is conducting market research to gather comments and questions from Industry on the draft statement of work. The result of this market research will contribute to the continued development of the RFP. In the earlier Source Sought (N0002418SN005), Industry provided the Government input of a statement of capabilities and expected ability to meet LCAC SLEP scope. PURPOSE: This Special Notice seeks input from interested parties capable of performing the scope of work under the LCAC SLEP program. LCAC are included in the US Munitions List and therefore subject to International Traffic in Arms Regulations restrictions. Therefore, any interested parties must comply with all U.S. export control laws and regulations. ANTICIPATED SCOPE OF WORK: The type of work to be accomplished includes repair and installation of hull structures, machinery, electrical systems, electronics, and piping systems. Integration of Government Furnished Property (GFP) (e.g. LCAC unique cable, the Command, Control, Communications, Computers & Navigation (C4N) suite and ETF40B gas turbine engines) into the craft utilizing a mature build-to-print Technical Data Package (TDP) is also required. The TDP consists of work items and associated drawings, test procedures, technical manuals, and a GFP list for each craft. Portions of this work will require an environmentally protected facility for the LCAC during the availability. If a future solicitation is eventually released, the future contract awardee would be responsible for performing this scope of work at Assault Craft Unit 4 (ACU 4), Joint Expeditionary Base, Little Creek-Fort Story, Virginia Beach, VA or at the prospective Contractor's owned facility. REQUESTED INFORMATION: The Government requests Interested Parties review the draft statement of work and provide questions or comments. RESPONSE CRITERIA: Interested parties are encouraged to respond to this announcement, addressing comments and questions related to the Draft Statement of Work. Telephone number Attachment A to this Special Notice is the draft statement of work. Attachment B is a form which is recommended to be used to submit comments or questions. However, a list of questions and comments with similar information may be used to respond to this RFI. The number of comments or questions provided in response to this Special Notice will not be limited. Responses shall be preferably in plain text, Microsoft Office, or Adobe PDF electronic formats. Responses shall be sent by electronic mail to the NAVSEA point of contact, Ms. Linda Squires (linda.squires@navy.mil). WHEN TO SUBMIT: This information is requested to be provided by email no later than 4:00 PM (EDT), January 12, 2018. NOTICES REGARDING SOLICITATION: This notice does NOT constitute a RFP and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SPECIAL NOTICE. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The Government will review all responses. The Government does not commit to provide a response to any comment or question resulting from this Special Notice. Any information submitted by respondents as a result of this notice is strictly voluntary. Responses to this RFI may be considered in the future finalization of a RFP for LCAC SLEP. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors who have executed non-disclosure agreements may have access to the information provided. Any information submitted which is to be provided and reviewed by Government personnel only shall be clearly marked as such. Otherwise, the Government shall construe consent has been given to allow access to the information by any relevant third party support contractor. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. IMPORTANT - Any email containing export controlled information must be marked For Official Use Only (FOUO) and use encryption. Future information on FY17/19 LCAC SLEP will be posted at the websites for FedBizOpps, the same site where this announcement has been posted.
