Description
Request for Information Financial Service Center Data Analytics Support Services Please be advised of the updated PWS and revised questions below This is a request for information (RFI) only. Do not submit a TEP. It is requested that all contractors interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the attached Background and Scope document. This is intended for issuance on the T4NG Vehicle This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. It is requested that the prime contractors respond to the following questions: **Vendors may also submit additional information not specifically requested above, which would provide value and insight to the Government. Please do not submit general capability statements, marketing materials, or other nonspecific information. ** Provide intent and ability to meet set-aside requirements for performance of this effort, if applicable Information as to available personnel and financial resources Information as to proposed team members, the percentage of work each is to perform. SDVOSBs must indicate whether at least 50% of the cost of the effort planned to be expended for prime employees or employees of other eligible SDVOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB requirement. What experience do you have in implementing enterprise data management programs, which include data governance models, data stewardship, and data quality? What experience do you have in developing complex statistical models using computer applications like TIBCO Spotfire, SAS, R and Python? What experience do you have in developing and delivering the full range of analytic solutions to end users? What experience do you have in performing analytics on large transactional data sets, for the purpose of analyzing and reporting on financial management indicators? What experience do you have in developing and deploying microanalytic simulation models? What experience do you in developing and deploying business intelligence and analytic solutions through use of TIBCO Spotfire? If you have experience with TIBCO Spotfire, please provide evidence of training and certification in the TIBCO Analytics Suite, including Spotfire, Advanced Data Services, Automation Services, and ActiveMatrix. What experience do you have in performing forensic analysis on large scale, organizationally distributed data sets resulting in the discovery and reporting on fraud, waste, and abuse? What experience do you have in statistical sampling and integration of sampling methods into audit programs? What experience do you have in incorporating an agile, team-based approach to delivering analytic solutions? What experience do you have in analyzing complex categorical data and driver analysis, particularly those associated with results generated and reported through organizational surveys? If you have experience in deploying enterprise level analytics in support of fraud prevention and detection, describe your (a) statistical modeling approaches and (b) approach to ROI determination and reporting Please detail your capabilities and experience with enterprise level data analytics as it relates to the requirements.
