Attachment 1 - Cubicle Install Plan 1. SOURCES SOUGHT NOTICE INSTALLATION/CONFIGURATION OF EXISTING CUBLICLES (KNOLL) A. INTRODUCTION 1. This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. 2. This is an initial step in the planning process for the installation/configuration of existing cubicles. The Government is contemplating award of a Firm Fixed Price Purchase Order. 3. The 377 MSG/PKB at Kirtland Air Force Base, New Mexico, seeks potential sources for the installation/configuration of existing cubicles in accordance with the attached Statement of Work and Drawings in paragraph D. to include FOB-Destination shipping to Kirtland AFB, NM 87117. 4. Delivery Date: Preferred 30 Day After Receipt of Offer (ARO). 5. The North American Industrial Classification Systems (NAICS) code is 337214, Office Furniture (Except Wood) Manufacturing. B. INFORMATION AND INSTRUCTIONS: 1. All businesses capable of providing this product are invited to respond. Any information provided to the Government as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted. Respondents are requested to submit capability packages electronically, as described below. a. Requested information listed below must be received no later than 1100 hours (Mountain Standard Time) on 9 January 2018. b. Any information submitted by respondents to this sources sought is strictly voluntary and any offer submitted by such a firm will be evaluated without prejudice. Statement of work: STATEMENT OF WORK Bldg. 20325 IT cubicle install Part 1 General Information The contractor shall furnish parts, material, labor, equipment and supervision necessary to install user owned IT cubicles for AFNWC/IT in building 20325 for Air Force Nuclear Weapons and Sustainment Center (AFNWC) Facility, at Kirtland Air Force Base, New Mexico. Contractor shall meet all requirements discussed in this Statement of Work. 1.0 General: This is to supply a contract to provide the installation of user owned cubicle work stations and the design, purchase and installation of IT cubicles. 1.1 Background: Install user owned cubicles per design in IT work area of Attachment 1 IT cubicle install plan. 1.2 Objectives: Install cubicles as per specification in Attachment 1 in coordinate with IT Chief and DSF to install benches in IT area of 20325. 1.3 Scope: This contract will include the supply work benches as indicated in Attachment 1. Contractor shall anticipate coordination with the Facilities Campus Manger and IT Chief. 1.3 Period of Performance Installation: The estimated completion date for the government owned installation and the purchase, design, and installation of the cubicles shall be completed within 30 days, after receipt of award. 1.4 Warranty: The Contractor shall provide a one year written warranty to cover any deficiencies and failures as a result of Poor Workmanship and/or Material Defects. The Contractor shall correct any deficiencies and damages caused by the Installation Contractor at the installer's own expense. All work shall be inspected and accepted by the AFNWC POC, Victor Apodaca, Phone: 505-853-7209. The work area shall be inspected for workmanship, completeness, and cleanliness. 1.6 General Information: 1.6.1 Place of Performance: The work is to be performed at Building 20325 at Kirtland Air Force Base, NM. 1.6.2 Type of Contract: Firm-Fixed Price 1.6.3 Hours of Operation: The Contractor is responsible for conducting business between the hours of 0700- 1600 Monday thru Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks detailed within this Statement of Work when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.6.4 Base Access: All commercial trucks must enter through the contractor's gate located just before the intersection of Gibson and Carlisle. In accordance with Kirtland Air Force Base, base entry procedures must adhere to delivery vehicle process requirements mandated by Kirtland Air Force Base. Supplier shall coordinate with the AFNWC POC, Victor Apodaca, Phone: 505-853-7209 and Base Security to gain permissions to access the base. Gate hours of operation are 0600-1800. Once at the gate, the driver must be able to show: • Current vehicle registration • Current Proof of Insurance • A valid and current Driver's License for the driver • A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle. • A Bill of Lading which includes the Air Force installation name, date of anticipated delivery, and specific destination information. 1.6.5 Recognized Holidays: The following holidays are recognized as Federal holidays and Government offices will not be open. New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.6.6 Post Award Conference: Reserved. 1.6.7 Key Personnel: The follow personnel are considered key personnel by the Government: CO - Brenda R. Contract Manager - Contractor to provide at time of award PART 2 DEFINITIONS & ACRONYMS 2.0 Definitions and Acronyms: 2.1 Definitions: 2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime. 2.1.2 Contracting Officer (CO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use. 3.4 Equipment: Not applicable. 3.5 Materials: Not applicable. PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES 4.0 Contractor Furnished Items and Responsibilities: 4.1 General: The contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Attachment 1 of this Statement of Work. 4.2 Secret Facility Clearance: Not applicable. 4.3 Materials: The contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this Statement of Work. 4.4 Equipment: The contractor shall provide equipment necessary to meet the requirements under this Statement of Work. PART 5 SPECIFIC TASKS 5.0 Specific Tasks: 5.1 Basic Services: The Contractor shall provide services to include the installation of user owned cubicles and the design and purchase of work benches for Bldg. 20325 IT rooms 107 and 108 in Air Force Nuclear Weapons and Sustainment Center (AFNWC) Facility, at Kirtland Air Force Base, New Mexico. The required tasks, furnishings and installation locations are specified in Attachment 1 - IT Cubicle. Items to be provided by contractor: 1. Design and plans 2. Install cubicles (user owned). 3. Clean up and dispose of trash. 5.2 Trash: The contractor is responsible for all trash removal from the worksite and the disposal of said trash in accordance with state laws. Packaging and other recyclable materials shall be recycled where ever possible. 5.2 Equipment and Cubical Appearance: Prior to acceptance contractor shall clean all new equipment only with the manufacturer's recommended cleaning agents/products. 5.3 New Installation: New cubicle furniture, equipment and accessories shall be level, square, and in proper alignment with adjoining furniture. All drawers should operate smoothly and stay closed when not in use. 5.4 Facility Protections: During installation the Contractor shall protect all furniture and building materials, to include carpet, existing within the space with industry approved protective coverings inclusive to craft paper, moving blankets and such type material. The contractor shall not use protective material that will leave any type of residual print, outline or imaging or any furniture or building materials. 5.5 Shipping Damage: The Contractor shall inspect all product for shipping damage. If damage is found it shall be the responsibility of the contractor to notify the authorized government representative and make all arrangements for replacement or repair of the item(s) damaged. Damaged items are not to be installed unless otherwise directed by the POC, Victor Apodaca, AFNWC Campus Facility Manager. 5.5 Damage to Facility: The Contractor shall be liable for any damage to government property caused by the contractor or their representatives.
